Description
The purpose of this amendment to PR-R4-08-10120 is to answer questions received as of 5/1/08. Note Q followed by a number denotes the number of each question and A followed by a number denotes the answer to that question. Q1. Is there an incumbent contractor? A1. Yes, Black and Veatch Special Projects Corporation located at 1145 Sanctuary Parkway, Suite 475, Alpharetta, GA 30004. The current contract expires on 6/16/2009.Q2. When and where will supporting information for the solicitation be available? A2. The synopsis and the Statement of Work can be found at the following website: http://www.epa.gov/oamreg01/region4/PR-R4-08-10120/index.htmQ3. Where may offerors access contract terms and other contract-related information, such as small business goals, related to this procurement? A3. The procurement is being conducted under FAR Part 36.6. The synopsis describes the process. A Request for Proposals (RFP) which will include the contract terms and conditions will not be issued until a most highly qualified firm is determined. The RFP will be issued only to that one firm and prices requested at that time. The small business goals for the USEPA can be found at the following website: http://www.epa.gov/osdbu/goals.htmQ4. Is there a deadline for submittal of questions? A4. We would like to receive all questions by May 12. However all questions will be answered.Q5. Which sections of the SF-330 address each evaluation criteria? A5. All sections of the SF-330 will be considered for answers to each evaluation criteria. There are no sections designated as related to specific evaluation criteria.Q6. What does business relations mean? A6. The definition is from the Contractor Performance System used throughout the Federal Government and reads as follows: Effective management; businesslike communications; prompt notification of problems; reasonable, cooperative, flexible, pro-active dealings; effective small/small disadvantaged business subcontracting.Q7. Should the list of projects include the projects performed by team subcontractors? A7. Yes it can.Q8. Are programs (contracts) permissible to use as projects? A8. Projects performed under contracts are permissible.Q9. May an 8 point font be used for the tables and figures? A9. No. No point font smaller than 10 point may be used.Q10. Does the past performance have to be limited to that of the prime contractor or will the past performance of the subcontractor be allows as well. A10. Past performance may include team subcontractors.Q11. Does the page count include the Part II submittals? A11. YesQ12. Are there any specified page limits for resumes and projects? A12. No. However, all submittals count in the page limit.Q13. Are there any required key resumes? A13. A Program Manager is the only key personnel.Q14. May the projects and resumes be more than one page? A14. Yes. However, all submittals count in the page limit.Q15. May we use divider tabs between each section of the SF-330 or will these count as part of the 35-page page count? A15. You may use dividers as long as they contain no narrative that would be considered in the evaluation process.Q16. For Section F, can we present more than 10 projects: The (SF-330) form says present 10 projects ?if not specified? in the solicitation). A16. Present 10 projects.Q17. For Sections E and F, if a project is ongoing should we leave the ?year completed? box blank or put ?ongoing? in the box? A17. Put ?ongoing? in the box.Q18. For Sections E and F, if a project did not involve construction, should we leave the ?year completed? box for construction blank or should we put ?none?? A18. Each firm can decide how it completes these items. Include enough information to allow the raters to understand the company?s capabilities.Q19. Will scores awarded to short-listed firm for their oral presentation be combined with the scores awarded for the SF-330 submission to arrive at a final score? If so, what weight will orals be given compared to the SF-330? A19. Orals will augment evaluation criteria 1 and 4, as stated in the synopsis. The score for these two criteria may be raised as a result of the oral presentations, up to the maximum amount specified for those criteria. Q20. What type of counter terrorism assistance does EPA anticipate requiring under the contract? What type of assistance under the Robert T. Stafford Disaster Relief and Emergency Assistance Act does EPA anticipate requiring under the contract? A20. We are looking for the ability to respond and perform the work stated in the synopsis and further detailed in the statement of work found at the website referenced in question 2. There may be instances when the awarded contractor may be asked to accept work in and outside of Region 4 in order to help EPA respond to terrorism acts or perform work under the Stafford Act.
