THIS IS NOT A SOLICITATION; THEREFORE PLEASE DO NOT REQUEST A COPY OF A SOLICITATION BECAUSE NONE EXISTS! THIS IS A SPECIAL NOTICE OF INTENT. The Center for Disease Control and Prevention (CDC), National Center for Injury Prevention and Control (NCIPC), Division of Violence Prevention (DVP) works to prevent violence before it begins (primary prevention). Prevention requires understanding the factors that influence violence. CDC uses a four-level, social-ecological model (i.e. Prevention Matrix) to better understand violence and the effect of potential prevention strategies. The Prevention Matrix takes into consideration the complex interplay between individual, relationship, community and societal factors. It allows the factors that put people at risk for experiencing or perpetrating violence to be analyzed. A well coordinated set of tools explaining the concept of primary prevention and the principles that accompany it does not currently exist. Accordingly, DVP has a requirement for the development of an interactive, computerized version of the Prevention Matrix, a tool that helps explain primary prevention and the social-ecological model to DVP grantees and partners. CDC posted a sources sought synopsis (copy attached) on April 10, 2007 identifying Banyan Communications, Inc. (Banyan) as the only known, responsible source capable of satisfying the requirement to develop the interactive computerized version of the Prevention Matrix using educational theory (Heuristic Engagement). Banyan will use its proprietary software development tool called THEO, a trade marked educational platform developed by Banyan, to develop the interactive computerized version of the Prevention Matrix. THEO uses proven educational theory (Heuristic Engagement). No other source offers THEO. The CDC responded to one inquiry to the April 10, 2007 synopsis, however, no interested offeror successfully demonstrated a capability to meet the minimum requirements identified in the statement of work (copy attached). Accordingly, the CDC awarded purchase order 200-2007-M-21749 to Banyan dated 7/13/2007 for $643,434. The CDC requires additional services (see attached modified statement of work) from Banyan and thus intends to negotiate a bi-lateral modification to the purchase order with Banyan for the additional services and extend the period of from September 30, 2008 to September 30, 2009. The statutory authority for this action is 41 U.S.C. 253(c)(1). Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:00 p.m. local time on May 9, 2008. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. The capability statement must include an explanation of how the offeror proposes to perform the additional services using the existing web portal designed by Banyan Communications using its proprietary THEO software development tool while ensuring compatibility and meeting the delivery schedule stipulated in the attached statement of work. A determination by the Government not to compete this proposed modification on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
