Description
This is a Sources Sought Synopsis to seek market research information on business capability of providing the services described in the Statement of Work (Attachment 1) to this notice. SYNOPSIS IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine potential sources prior to determining the method of acquisition and issuance of a Request for Proposal. The Government is not obligated to and will not pay for information received from potential sources as a result of this synopsis. The National Institute of Standards and Technology (NIST) have maintained a Broad Scope Type A Special Nuclear Materials License for the use of radioactive materials (both sealed and unsealed) for production and use of radioactive measurement standards since the facility was established in the early 1960s. The license includes byproduct material in any form with atomic numbers 3 to 83. It also maintains standards production and measurements laboratories for other Naturally Occurring and Accelerator Produced Radioactive Materials (NARM) materials including radium/radon standards formerly outside the scope of the Nuclear Regulatory Commission’s (NRC’s) definition of byproduct material. License records indicate that since establishment of the NIST Gaithersburg Campus, 162 rooms (56,429 sq ft) located in 13 buildings have been authorized for unsealed source work under the SNM-362 license or the predecessor licenses. An additional 113 locations (56,599 sq ft) in 16 buildings have been authorized for sealed source use or storage. Of these 74 (36,851 sq ft) are currently in active use. The sources have been removed from the remainder and the areas verified to be clear for other purposes. The information requested by this announcement will be used within NIST to facilitate decision making and will not be disclosed outside the agency. No Solicitation is currently available, and no unsolicited proposals will be entertained as a result of this notice. HOW TO RESPOND TO THIS SOURCES SOUGHT NOTICE IF YOUR COMPANY HAS RECENT EXPERIENCE WITH PROJECTS THAT ARE SIMILAR IN THE ATTACHED SCOPE, PLEASE PROVIDE THE FOLLOWING INFORMATION BY E-MAIL TO Myrsonia.lutz@nist.gov BY C.O.B Tuesday, April 29, 2008. 1. Description of each similar project completed by your company as a prime Contractor or as a significant subcontractor within the past three (3) years, including as much of the following information as possible: (a) dollar amount of the contract; (b) brief description of the technical requirements of that project; (c) specific information on your company’s previous experience in targeted decommissioning funding analysis report for submittal to the Nuclear Regulatory Commission or disposal costs;(d) contract type used on that project (e.g., firm-fixed-price, labor-hour, time-and-materials, cost-plus-fixed-fee, cost-plus-award-fee, cost-plus-incentive-fee, etc.); (e) indication of how long the services took to complete from start to finish; (f) how many Contractor (s) and, if applicable, subcontractor full time equivalents were required to complete the job; and (g) name, address, point of contact and phone number of customer organization for which the work was done. 2.
