- The U.S. Department of State intends to conduct a competitive procurement for a contractor to provide information technology support services to the HR/EX Development Division. The contractor is to provide support to the major software application which is the Integrated Personnel Management System (IPMS). The IPMS architecture is comprised of four major components which are (1) the Global Employment Management System (GEMS); Human Resources Online (HROnline); the Knowledge Center (KC) and the Post Personnel System (PS). In addition, HR/EX develops and maintains applications required by offices to support their personnel reporting requirements. These applications provide the basis for mandatory human resource reports to the Office of the Director General and higher authorities, as well as other agencies as required. Also, HR/EX develops and maintains web-based applications for use worldwide. The government intends to solicit this requirement as a 100% small business set-aside using the acquisition procedures outlined in FAR part 15. The applicable NAICS code is 541513 (23.0 average annual receipts for the past three years). The proposed performance period shall be for one (1) base year and four (4) one year option periods which shall be exercised at the sole discretion of the government. The solicitation will be issued on or about May 13, 2008. All prospective offerors must be registered in the Central Contractor Registration (CCR) in order to be eligible for award. Offerors shall check FEDBIZOPPS daily to keep abreast of all updates (amendments) concerning this requirement. NO PHONE CALLS PLEASE. NO VENDOR LIST WILL BE GENERATED.
