Description
DESCRIPTION: The Bureau of Reclamation intends to negotiate on a sole source basis with Vaycon Consulting to acquire a report detailing the methods to measure near surface moisture content of concrete and mortor. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). The proposed action is for services/supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. The Government believes that only one responsible source can provide the service/supplies that will satisfy the agency requirements. A Justification for Other than Full and Open Competition has been prepared in support of this acquisition. Firms that recognize and can provide the required items described above are encouraged to identify themselves and give written notification to the Contracting Officer. Firms believing they can provide similar required items must provide supporting evidence that they can meet the Government's needs. This notice is not a request for competitive quotes. All responses received within the "Response Date" on this Announcement will be considered by the Government. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses will only be accepted by e-mail at bholbert@do.usbr.gov Responses should include brochures or other illustrative material in sufficient detail to demonstrate the respondent's ability to meet the requirements stated above, and should include the firm's Dun and Bradstreet number (DUNS) and Tax Identification Number (TIN). The firm must also be registered with Central Contractor Registration (CCR) at http://www.ccr.gov/ and with Online Reps. & Certs. Application (ORCA) at https://www.orca.bpn.gov/. Firms should identify themselves as either small business, or other than small business, in accordance with the size standard $4.5 million for North American Industrial Classification System (NAICS) 541330. Below is the Draft Statement of Work. STATEMENT OF WORK Technical Report on Methods to Measure Near Surface Moisture Content of Concrete and Mortar 1.Introduction - This work is to prepare a technical report that will describe various methods to measure near surface moisture content of concretes and mortars that will have polymeric adhesives applied to them. 2.Background - Reclamation is currently performing research work to prepare design and material specifications for repair of Prestressed Concrete Pipe (PCP), including Prestressed Concrete Cylinder Pipe (PCCP), using carbon fiber mats glued to the inside of the pipe. A critical element of this work is determining the moisture content of the concrete or mortar lining of these pipes prior to application of the polymeric adhesive that is used to glue the carbon fiber mats in place. The performance of these types of adhesives is very dependent on the moisture content of the surface they are bonding to. Accurately and rapidly determining the moisture content of the concrete or mortar just prior to application of the repair material will help to ensure that the adhesives are used correctly in suitable exposure conditions. 3.Scope. The work entails performing a literature search, contacting peers in the industry, reviewing past related research and project work, and preparing a report. The report should describe various methods to measure the moisture content of concrete and mortars at and near the surface. The descriptions should address strengths and weaknesses of the various methods. The report shall then make a recommendation or recommendations on the best method(s) to use to measure the moisture content. As much detail as needed to include the information in a guide standard shall be provided. 4.Technical Requirements - Task 1 - Perform a literature search and document results in a summary.Task 1b - Submit for review and comment.Task 2 - Contact other experts as appropriate and document results in a summary.Task 2b - Submit for review and comment.Task 3 - Prepare a draft report.Task 3b - Submit for review and comment.Task4 - Incorporate review comments into a final report and submit final to Reclamation. 5.Deliverables. a.Deliverable 1 - Literature search summary. One hard copy and one electronic MS Word file, within 8 weeks after contract award.b.Deliverable 2 - Expert consultation summary. One hard copy and one electronic MS Word file, within 12 weeks after contract award.c.Deliverable 3 - Draft report. One hard copy and one electronic MS Word file, within 16 weeks of contract award.d.Deliverable 4 - Final report. One hard copy and one electronic MS Word file, within 20 weeks of contract award.e.Review of Deliverables. Reclamation will review and provide comments on the draft and final reports within 2 weeks of delivery. f.Acceptance of Deliverables. Deliverables will be accepted after Reclamation review and comment, and Contractor's incorporation of comments into deliverables. 6.Place of Performance Work shall be performed at contractor's place of business. 7.Period of Performance Project shall be completed within 22 weeks of receipt of order. 8.Government Furnished Materials/Services. No government materials or services will be furnished as part of this contract. 9.Contractor Qualifications.
