Description
The National Institutes of Health (NIH), Center for Information Technology (CIT), Division of Computer System Services intends to procure on a sole source basis with Ms. Michele Ugas, Silver Spring, MD, for the continuation of existing purchase order HHSn276200800013P, Oracle technical support services. Ms. Ugas shall focus on managing and guiding the planning, testing and implementation of the software installation, customization, upgrading, patching, monitoring, tuning, backup and recovery, maintaining and supporting Oracle databases and midtier environments, including Disaster Recovery. The contractor shall oversee system problem determination, assessment, troubleshooting, resolution and tracking between staff, customers, and vendors. She shall define requirements, determine design, and oversee the implementation and support of software, including the monitoring and notification system for Oracle Database Server and Oracle Application Server. The contractor shall determine and track inter-dependencies and changes that could affect customers and implement solutions to minimize impact, including Operating System and Oracle software upgrades. She shall serve as lead architect for the development of major new database and associated services; research and evaluate emerging Oracle technologies. The contractor shall consult with application database administrators, application developers and end users on database design, application design, technology choices and methodologies, connectivity, security, performance, and tuning issues. The incumbent’s previous years of experience working with the NIH Oracle applications, database and servers make her uniquely qualified to continue this service. Re-training and re-certification of a new contractor would not be cost effective to the government. The proposed acquisition will be procured under FAR Part 13, Simplified Acquisitions. This is not a Request for Quotations (RFQ), nor is an RFQ available, however, all responsible sources may submit a proposal which will be considered by the NLM. Firms interested in responding to this notice must be able to provide services as specified above. Responses must be in writing and must be received in this office within fifteen (15) calendar days from the publications date of this notice, and must include pricing information and meet the criteria requirement.
