Please provide information in a timely manner. UPDATE - RFI has been extended it will now close at 5pm on 05/02/2008. Overall Purpose of this RFI - is to ask industry how they would perform polling services in a unique area such as the USCENTCOM AOR and how would the BID SCHEDULE look? (Not looking for a quote, but rather the basis for how you would bill.) Call if you have questions (813)828-5981. The United States Air Force, 6th Contracting Squadron is seeking sources for the contemplated contract for the United States Central Command (USCENTCOM) J3 Information Operations (IO) Division. This Request for Information (RFI) is issued for informational and planning purposes only. This is not a Request for Proposal (RFP). It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals, nor will any award be made as a result of this RFI. The Air Force will NOT be responsible for any costs incurred by interested parties in responding to this RFI. This FedBizOpps notice is an announcement seeking market information on businesses capable of providing the services as described herein. The 6th Contracting Squadron is currently conducting market research to locate qualified, experienced, and interested potential sources. The information requested by this RFI will be used within the Air Force to facilitate decision making and will not be disclosed outside the agency. For purposes of this RFI, the North American Industry Classification System (NAICS) Code is 519190, All Other Information Services and the small business size standard is $6.5M. The U.S Central Command J3 Information Operations (IO) Division Contract is equipped to plan, conduct and synchronize strategic communication activities to counter violent extremist ideology (CVEI) and contribute to the achievement of desired effects. Providing the Commander, USCENTCOM the capability to address a full spectrum of contingencies within the USCENTCOM Area Of Responsibility (AOR). The contract will address efforts pertaining to Polling and Focus Groups. In rendering the foregoing services, outputs may take the form of information, advice, opinions, alternatives, analyses, evaluations, recommendations, training and/or services to complement the Government's expertise in accomplishing its mission. The nature of this work will at times require the contractor be capable of quick response to stringent deadlines. This initiative will address the USCENTCOM efforts to collect and interpret information to support senior leader decision making, specifically regarding the attitudes of the public and the media concerning political, social, and economic issues. This requirement is in direct support of continuing Information Operations supporting Operation ENDURING FREEDOM, Operation IRAQI FREDOM, and the Global War on Terrorism. The Contractor will be responsible for the following tasks: 1.) Conduct every aspect of cross-sectional surveys within the USCENTCOM AOR, on average two per nation per year, using questions submitted by USCENTCOM staff. 2.) Using results from polls, conduct focus groups with representation from various strata of society to obtain more detailed data on issues addressed in the polls. 3.) Provide access to country-level survey data that measure and track perceptions, attitudes, and behavior throughout the world. 4.) Provide metrics to make comparisons across nations, track trends over time, and measure change. 5.) Conduct measurement-based consulting engagements in which the results of polls are briefed to members of the USCENTCOM staff. 6.) Provide desk notes, proposals, and information papers pertaining to Interagency and Joint coordination efforts. 7.) Attend Effects Synchronization Committees, Operational Planning Team meetings, Strategic Engagements working groups, and any other meetings that may require briefings on polling statistics. Businesses should provide a Capability Statement, and/or a published price list if available to Mr. Brad Grimm, bradley.grimm@macdill.af.mil. The Capability Statement should include general information and technical background describing your firm's experiences in contracts requiring similar efforts.
