17.THIS IS A SOURCES SOUGHT NOTICE. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. DO NOT SUBMIT A REQUEST FOR SOLICITATION. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. The U.S. Broadcasting Board of Governors (BBG) is conducting a market survey to determine the existence of sources that can provide short wave (SW) radio broadcast rotatable antennas to be installed at its Kuwait transmitting station. The antenna shall have the following characteristics: (1) Curtain Antenna Type: HR 2/2, (2) Frequency Range: 6 -11 MHz Bands, 13 – 26 MHz Bands, (3) Antenna Polarization: Horizontal, (4) Typical Antenna Gain: 14dBi – 19 dBi, (5) Antenna Input Impedance: 50 ohms (unbalanced), (6) Power Handling Capability: Up to 500 kW plus 120% AM, (7) Antenna VSWR: <= 1.5 for WARC ’92 bands, (8) Front-to-back Ratio of Antenna Pattern:>15 dB, (9) Survival Wind Speed: 240 km/h, (10) Rotates to cover a 360° coverage angle. This market survey is for informational and planning purposes only and does not constitute a request for proposal and is not considered a commitment by the Government. The Government does not intend to award a contract on the basis of this Sources Sought Notice or otherwise pay for information submitted or inquiries. Based on the results of this market survey, BBG may limit any follow-on procurement actions to Contractors who provided a responsive submission to this notice. Consequently, this market survey will be used to determine which sources may be included in any future competitive acquisition of short wave (SW) radio broadcast rotatable antennas to be installed at its Kuwait transmitting station. Please note that any future requirement for the above services may be subject to the availability of funding. Interested Contractors shall submit a comprehensive written “Capabilities Statement,” that is verifiable by the BBG in order to determine if the Contractor is responsive to this notice. The BBG may make a contract award without discussions to the respondent with the offer considered to be most advantageous to the Government based on the evaluation factors stated in the solicitation. Interested Sources shall identify their business size (i.e., small, large, etc.) and submit a comprehensive written “Capabilities Statement” that must include, at a minimum, the following: (1) TECHNICAL: The Contractor shall clearly describe their ability to meet this requirement and provide the appropriate documentation describing their products, (2) PAST PROJECTS: list three locations where the antennas are currently operational (list project title, city, state, country, customer’s name complete with address and contact person, phone number, contract type, total contract amount, contract start and completion dates, and summary of the description of the project) (3) REFERENCES: provide the names and title, current address, city, state, country, email and telephone number of the customer point-of-contact, (4) SAMPLE PROJECT PLAN: to include, but not limited to; an operations and maintenance schedule, on-site list of materials, support equipment, description of activities performed, and a BUDGETARY ESTIMATE (US $) for providing and installing a similar antenna system with above required characteristics in Kuwait, (5) Approximate PROJECT COMPLETION time from contract award and (6) Evidence of specific examples of the Contractor’s successful PAST PERFORMANCE. To be considered in this market survey, the written "Capabilities Statement" shall be submitted to the Contracting Officer at Broadcasting Board of Governors, Office of Contracts (M/CON), Switzer Building, Room 4300, 330 "C" Street, SW, Washington, DC 20237 by 2:00 p.m. Local Time, May 28, 2008. Contractors may make submittals by either regular US mail or courier. Telephone, e-mail, or facsimile responses ARE NOT acceptable and WILL NOT be considered. If determined to be in the best interest of the Government, interested and qualified sources responding to this Sources Sought Notice may be requested to provide follow-up information. Contractors will be notified on whether their written “Capabilities Statement,” as verified by the BBG is responsive to this notice. A determination to compete, or not to compete, any subsequent procurement based on responses to this Sources Sought Notice is solely within the discretion of the Government. This Sources Sought Notice is not a RFP, IFB, or RFQ.
