- NAICS Code: 541620 The U.S. Environmental Protection Agency (EPA) Office of Air and Radiation (OAR), Office of Atmospheric Programs (OAP), Climate Protection Partnerships Division (CPPD) in Washington, DC intends to award a purchase order to the American Council for an Energy EfficientEconomy (ACEEE) of Washington, DC using the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures under the specific authority of FAR 13.106-1(b)(1). The purpose of this acquisition is to perform an unbiased review of home energy consumption assessments in order to review the role energy audits play as an implementation tool in reducing energy consumption in the residential sector. This review will quantify the level of action and follow-through homeowners took to make the recommended approvals based on the various types of home audits currently available. The main objective of this procurement is to determine whether comprehensive home energy assessments or more simplified audits are effective in promoting energy efficiency and spurring homeowner action. Under this order, ACEEE will identify a broad cross section of audit programs representing a wide geographic area that have been currently active. ACEEE will research the effectiveness of these home audits and financial incentives or programmatic features that facilitate energy-efficient home improvements. ACEEE will develop recommendations for effective audit programs based on this research and provide a final report to EPA. NO SOLICIATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. ACEEE is uniquely qualified to satisfy the Government's requirement as it is the only known non-profit organization that has successfully managed an unbiased platform for dialogue concerning energy efficiency initiatives within the industry. In addition, its unparalleled access to utility programs implemented over the past 20 years and its high level of credibility within the energy efficiency community will allow for access to data and networks to support an unbiased analysis and document its findings. Further, ACEEE's staff directors of energy efficient utilities programs are involved in ongoing monitoring of utility sector energy efficiency policies and programs, and the identified analysts are leaders in their respective fields of study. Notwithstanding, any firm that believes it is capable of satisfying EPA's requirements may submit a written capabilities statement, which if received by the response date of this announcement, will be considered. Reponses must be submitted in writing to Mr. Jami J. Rodgers, Contracting Officer, at rodgers.jami@epa.gov. A determination not to compete the requirement based on responses to this notice is solely within the discretion of the Government. The estimated value of this procurement is under the simplified acquisition threshold as defined in FAR 2.101.
