Description
The Naval Surface Warfare Center Panama City Division (NSWC PCD) intends to issue a five-year Indefinite Delivery - Indefinite Quantity (IDIQ) Requirements Contract for the procurement of approximately 3,200 Supplied Air Respirators with escape Self-Contained Breathing Apparatus (SAR/SCBAs) for use in environments Immediately Dangerous to Life or Health (IDLH) by the U.S. Navys Gas Free Engineering (GFE) personnel during shipboard operations. The SAR with escape SCBA shall be certified and approved by National Institute for Occupational Safety and Health (NIOSH) as a type C, fifteen minute, open circuit, pressure demand, combination SAR and SCBA. The SAR/SCBA shall meet the design, construction, and functional requirements in 42 CFR Part 84, subparts H & J. The SAR/SCBA will be used in shipboard environments and must withstand exposure to these chemicals: saltwater, toluene, hydraulic fluid, jet fuel, sewage, and firefighting agents such as aqueous film forming foam (AFFF). The offeror shall provide documentation supporting its use in these environmental conditions. The SAR/SCBA shall have the following salient characteristics: --The escape SCBA air cylinder shall be carbon fiber construction with a 30-year service life and carry a Department of Transportation (DOT) exemption. Manufacturer proposal shall include a copy of the DOT exemption. --The SAR/SCBA deck hoses shall be supplied with Foster type SL 3003 W "Safety Lock" quick-connect socket for connection to the SAR/SCBA and Foster type 11-3S/S stainless steel male quick-connect plug to interface with the Navys supplied air systems. --A don/doff switch/push button shall be provided on the second stage, as a convenient means to start and stop the flow of breathing air to the facepiece when donning and doffing the facepiece. --The SAR with escape SCBA harness shall consist of a waist belt; an over-the-shoulder, cross- body-strap; attachment point(s) to anchor deck hose to user and be within the users reach; easy to use buckle and clips. --The SAR/SCBA shall automatically switch from airline supply to SCBA air cylinder supply in the event of airline supply failure. In addition to the hardware listed above, the offeror shall provide the following under this contract: --Operation, maintenance and overhaul maintenance training --Maintain NIOSH certification on equipment purchased under this contract and notify In-Service Engineer Agent of changes pending approval so that impact to the fleet can be determined. --Shall be ISO 9001: 2000 certified and provide copy of certification. A technical proposal is required. Award will be on the basis of the best value to the Government. NSWC Panama City Division plans on releasing the solicitation electronically only.
