- Services Non-Personal: The Air Force intends to make an award on a competitive basis for the following service: The contractor shall provide all personnel, systems, equipment, materials, supervision, incidentals and services, except as specified in this Performance Work Statement (PWS), to perform E-3 Mission Crew training. In addition, the contractor shall provide E-3 mission crew training to the proficiency level IAW 552 Air Control Wing (ACW) Mission Crew Training Task Lists at Tinker AFB OK. This PWS provides the technical and program management requirements for the full spectrum of USAF directed E-3 Mission Crew Training efforts which include courseware development, academic instruction, Aircrew Training Device (ATD) instruction, simulator operator support, scenario development, and operation of the Registrar's Office. The PWS designates the level of training services to be provided to 552 Air Control Wing Mission Crew Personnel to include co-manning Canadian AWACS mission crew member personnel and exchange officers from the Royal Air Force (United Kingdom) and Royal Australian Air Force (Australia). The contractor shall ensure a draft International Traffic-in-Arms Regulations (ITAR) for each nation is ready for submission and approval to the government by contract start date. Contracted services will achieve the training levels for mission crew member personnel as identified in each approved course syllabi, continuation training plans, Air Force (AF) directives, Contracted Data Requirements List (CDRL), Instructional Systems Design (ISD) principles, and applicable Training Task Lists. Contracted efforts are to achieve effective E-3 Mission Crew Personnel training and support in the areas of Initial Qualification Training (IQT), Mission Qualification Training (MQT), Upgrade Training (UGT), Netted Exercises, Continuation Training and registration. The 552 OSS/OSQ will be the sole point of contact for the 552 ACW on all tasks/issues affecting Mission Crew Training contract. For administrative purposes the contractor shall work directly for the 552 OSS/CC. Contractor shall perform work in accordance with the PWS. The proposed period of performance includes a base year from 1 OCT 2008 through 30 SEP 2009 and two (2) one year option periods. A Firm Fixed Price (FFP) contract is contemplated. The estimated award date is 29 AUGUST 2008. Central Contractor Registration is required to receive any award. Contractors can register electronically at http://www.ccr.gov. ORCA registration is also required and contractors can register electronically at https://orca.bpn.org. Electronic procedures will be used for this solicitation. The NAICS code for this requirement is 611512 with a size standard $23.5M. Set-Aside is not yet determined.
