Description
The Bureau of Reclamation is pursuing a Justification and Approval citing 41 U.S.C. 253 (c) (1). Only one responsible source and no other supplies or services will satisfy agency requirements. Bosque Engineering is the proposed sole-source contractor with which Reclamation proposes to contract to (1) Assist the San Carlos Apache Tribe and tribal farm with planning, market strategy development, predesign, design, and construction of farm expansion of up to 750 acres; and to (2) Assist the San Carlos Apache Tribe with development of an economic development plan based on an vertically integrated economy which will demonstrate a higher value of water than is generally associated with farming primarily one crop. Bosque Engineering has been engaged by the San Carlos Apache Tribal Farm (an entity of the tribe - owned and controlled by the Tribe) to assist with marketing, planning, and development of business strategies for the existing farm. As such, Bosque Engineering is privy to tribal-wide financial data, tribal strategic planning data, and data regarding historic farming practices. This proprietary data is integral to the completion of the above-listed tasks. Work under this contract will consist of two parts: Part I will consist of Agricultural Development around the Gila River. The Contractor shall define agricultural goals and objectives; collect and analyze existing data; work with the farm and the farm board in irrigation system planning and development; and analyze a development of the river diversion system and design. Part 2 will consist of the conduct of an economic development study culminating in an implementable comprehensive, vertically-integrated economic development plan. The North American Industry Classification System (NAICS) Code is 541710 and the Small Business size standard is $4.5M. This will be a Total Small Business Set-Aside. Interested parties may identify their interest and capability to respond to this sole source contract action, however, this notice of intent is not a request for competitive proposals. Responses must be received by Close of Business (COB) May 13, 2008. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The Contracting Officer has determined that the authorities cited in FAR 6.301-1 provide the rationale for other than full and open competition. A Justification for Other than Full and Open Competition has been prepared in support of this acquisition. It is anticipated that this project will be awarded by May 20, 2008.
