This announcement constitutes the only solicitation; a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-24, March 31, 2008.This acquisition is set-aside 100% Small Business. This is fixed price procurement and requirements will be procured using commercial item procedures. A best value award selection will be made based on price and other factors in accordance with FAR 52.212-2, Evaluation-Commercial Items. Upon award the Government will issue a purchase order to selected Offeror. Requirement: Overhaul or exchange of Continental IO 520D engine, Overhauled/exchange engine must contain 1) new cylinders, 2) new slick magnetos, 3) 24 volt starter, 4) spin-on oil filter, 5) non-congealing oil cooler, 6) inner cylinder baffling. Overhauled or exchange engine must be test run, with test run data supplied with engine.Government Core (IO520D engine, sn: 821862-R) is offered as a core. Engine is offered FOB, Anchorage, Alaska. Vendor to provide shipping crate and pre-pay all shipping charges as part of fixed priced bid. Warranty: Overhaul work or exchange engine shall include vendors' standard commercial warranty, as part of their offer. All warranty work shall be FOB, Anchorage, Alaska. Warranty exchange shall be on an FOB, Anchorage, Alaska basis. Warranty work requiring removal and reinstallation of engine from airframe shall be at the contractor's expense. The cost of removal and re-installation (due to warranty work) shall be deducted from amount due to vendor or reimbursed as part of the warranty provision. Terms & Conditions - The following FAR provisions also apply to this acquisition: FAR 52.212-1, Instructions to Offerors Commercial Items. Submitting a Quote: A copy of this RFQ should be submitted with quote. If a copy is not included, any quote submitted shall contain the following information: RFQ number, time specified for receipt of quotes, name, address, telephone number of Offeror, terms of the expressed warranty, price, any discount terms and acknowledgement of all solicitation amendments (if applicable). Quote shall also contain all other documentation specified herein. Offerors must include a statement specifying the extent of agreement with all terms, conditions and provisions included in the solicitation. Facsimile and electronic mail quotes will be accepted.Period of Acceptance for Quotes: The Offeror agrees to hold the prices in its quote firm for 90 calendar days from the date specified for receipt of quotes, unless another time period is stated in an addendum to the solicitation. Late offers: Request for Quotations or modification of quotes received at the address specified for the receipt of quotes after the exact time specified for receipt of quotes will not be considered.
