- PLEASE READ THIS ENTIRE NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information in this request. This announcement constitutes the only solicitation. This procurement is being conducted under Federal Acquisition Regulation parts 12 and 13. The Federal Bureau of Investigation is issuing this acquisition as a Request for Quote (RFQ) under solicitation number E006127. The NAICS Code for this requirement is 423430, Computer and Computer peripheral Equipment and Software Merchant Wholesalers; the size standard is 100 employees. This requirement is 100% set aside for small business. The resultant contract will be a firm-fixed price contract. Brand name specific items are required. BRAND NAME JUSTIFICATION: The Praxis system utilizes multiple directional antennas with discrete receivers to isolate and localize each transmitter within a given area, which provides greater sensitivity and direction than other systems using omni-directional scanning. The requirement is for the following equipment: •1. Part# PEP-001023012: WiFi Direction Finding System (QTY - 1) Inclusive of: •- DF Software License + 12 month Software Maintenance •- GPS - GPS/DGPS receiver, DGPS beacon antenna, GPS/DGPS cominer, GPS antenna, integration into computer chassis, test •- RF Amplifier Bundle, Non Bias-T - Low noise amplifier with heat sink, up to 10' low loss RF cable, assemble and integration into RFD and computer chassis, test •- DF Antenna Array - Antennas, bracketed assembly and test •- Laptop GUI Display Computer - Software installation and DF System integration and test •- Complete DF System Integration and test Quotes shall include all shipping costs as applicable. All deliveries under this requirement shall be FOB destination. Responses shall be submitted via electronic submission to Lauren Caperton at lgyates@fbiacademy.edu. The due date for responses to this RFQ is on or before May 2, 2008 at 4:00 pm Eastern Daylight Time. Responses must be marked as follows: "RFQ E006127." All correspondence regarding this requirement must be submitted to Lauren Caperton via email. Quotes shall include a point of contact, contractor DUN's number and TIN number. Terms and Conditions: This RFQ incorporates the provisions and clauses that are in effect through Federal Acquisition Regulation Circular 2005-24. The provision at FAR Clause 52.212-1, Instructions to Offerors (Nov 2007) and addendum are incorporated into this solicitation. Addendum to 52.212-1, Modify: (b) Submission of offer(s) is to read as follows: "Submit offers electronically to lgyates@fbiacademy.edu. Provision 52.212-2, Evaluation - Commercial Items (Jan 1999) is incorporated by reference. This requirement will be awarded to the low price technically acceptable (LPTA) offeror. Provision 52.212-3 Offeror Representations and Certifications-Commercial Items (Nov 2007) is incorporated. Contractors may submit their online Representations and Certifications Application (ORCA) at the following government portal: http://orca.bpn.gov. Clauses 52.212-4 Contract Terms and Conditions-Commercial Items (Feb 2007), and 52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Orders, Commercial Items (Feb 2008), apply to this solicitation. FBI Critical Asset Review Requirement (CAR): In addition, the required piece of equipment is considered a critical asset. Prior to award, the intended awardee will be required to submit documentation to include Acquisistion Risk Questions and a Key Personnel Listing.
