Description
GLOBAL LIGHTNING DETECTION DATA 1.0 Definitions: 1.1 Cloud to Ground (CG) Lightning: lightning strokes originating in a cloud and striking the ground or some natural or man-made feature on the ground. 1.2 Cloud (CL) Lightning: lightning not striking the ground. It includes in-cloud, cloud-to-cloud, and cloud-to-air lightning. 1.3 Data Levels" 1.3.1 Level I. Streaming data as received from the contractor, unaltered in any way 1.3.2 Level II. Contractor generated products containing lightning data 1.3.3 Level III. DoD generated products repacking lightning data. The data is unchanged in content but formatted differently than Level I data. No data other than lightning data is included in the product but the entire Level I data stream need not be included in a Level III product. (e.g., Time-lapse loop of detected lightning) 1.3.4 Level IV. DoD generated value-added products repacking lightning data. No data other than lightning data is included in the product, but the entire Level I data stream need not be included in a Level III product. (e.g., Lightning data overlaid on a satellite image) 1.3.5 Leve V. DoD generated products using lightning data as an input but not displaying the contractor transmitted/provided lightning data. 2.0 Lightning Detection Data Requirements 2.0.1 Contractor Network Data Requirements: Minimum contractor coverage shall provide Level I lightning Data and coverage for Zones I through 10 (paragraph 3.0), to encompass all land and ocean areas from 70N through 70S. 2.0.2 The contractor shall supply lightning strike data in real-time that meets all requirements outlined in paragraph 2.1 Lightning flash data is not required. 2.1 Parameters: 2.1.1 Location Accuracy -< 10km for 99% of the area within the zone; the location of a CG stroke is the location where it strikes the ground. 2.1.2 Timing Accuracy. Accuracy of the reported time of flashes shall be 0.001 seconds or better. 2.1.3 Detection Efficiency. 20% or greater over all zones (20-40%) 2.1.4 Probability of False Detection. No more than 1% of all reported lightning strokes shall be due to non-lightning causes 2.1.5 Probability of False Stroke Type Identification. No more than 1% of all reported CG strokes shall be due to other types of lightning. 2.1.6 Data Delivery Time. Total time from the time the stroke occurs to the time that the stroke is reported until data reaches the Air Force Weather Agency shall be less than 3 minutes for 99% of all strokes. 3.0 Geographic Coverage (Zone) Requirements: Zones 1 through 10 mandatory coverage, to encompass all land and ocean areas from 70N to 70S. 3.0.1 Zone 1: Forty-Eight Contiguous States, District of Columbia, Puerto Rico, and the Virgin Islands 3.0.2 Zone 2: State of Alaska 3.0.3 Zone 3: State of Hawaii 3.0.4 Zone 4: Countries of Korea and Japan 3.0.5 Zone 5: Countries of Australia and Guam 3.0.6 Zone 6: Southwest Asia 3.0.7 Zone 7: eastern Africa 3.0.8 Zone 8: Western Africa 3.0.9 Zone 9: Eastern Europe 3.0.10 Zone 10: Western Europe
