- NASA/LaRC has a requirement to upgrade an existing Gatan's digital imageacquistion system for the transmission electron microscope (TEM). NASA/LaRC intends to purchase the items from Gatan, who is the only known source capableof providing unique upgrades which must be compatible with the exiting electronmicroscope (TEM). The TEM is manufactured by Phillips electronic instruments. ThePhillips TEM is a high value item and requires periodic upgrades to the microscope tokeep the hardware in top operational condition. It would take substantial duplication oftime and Government resources for another company to offer a similar product that wouldmeet this requirement, which is not expected to be recovered through competition. SoleSource authority is FAR 13.106. The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon April 30, 2008. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
