Description
The purpose of this amendment is to address vendor questions and provide further clarity regarding this requirement. Please note, vendors are encouraged to visit the following websites to gain additional information regarding the programs and products of the Division of Specialized Information Services (SIS) and the National Library of Medicine (NLM): http://sis.nlm.nih.gov/ and http://www.nlm.nih.gov/ QUESTION #1: Is there an incumbent or is this a new requirement? RESPONSE: This is a re-competition of a previous requirement. The incumbent is: Center for Public Service Communications, 3221 N. George Mason Drive, Arlington, VA. QUESTION #2: The solicitation is not clear on the breadth of services that would be required by the contract to allow vendors to estimate the time and materials that would be needed. RESPONSE: Vendors should include a narrative description of their capabilities in the areas described in the statement of work and a substantive discussion of how they might go about approaching and carrying out the work. QUESTION #3: Is there a set format or forms that are to be used when submitting a quotation? Are copies to be sent to the CO? RESPONSE: No, there is no set format or forms to be used when submitting a quotation. However, vendors must ensure that they meet all requirements of the solicitation. QUESTION #4: What costs have been obligated and paid to the incumbent contractor during the base and option years of this requirement? RESPONSE: (1) Information regarding all DHHS/NIH contracts is available at: http://www.hhs.gov/osdbu/read/activecon.html (2) In accordance with FAR 13.5, it is anticipated that the proposed purchase order will be awarded on an incrementally funded basis not-to-exceed $5.5 MIL, including options. QUESTION #5: Can we submit our response (quote) via e-mail? RESPONSE: Yes, NLM will accept quotations submitted via e-mail to rhwilli@mail.nih.gov. However, all submissions must be received prior to 3:00 p.m. on May 1, 2008. QUESTION #6: Does the estimated labor hours include both Program Development/Management and Program Support positions collectively? Yes, the estimated labor hours include both Program Development/Management and Program Support. The total estimated labor hours are revised as follows: 731 hours (minimum) and 2,592 (maximum).
