- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 - Streamlined Procedures for Evaluation and Solicitation for Commercial Items - as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations that are being requested and a written solicitation document will not be issued. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-24. Simplified acquisition procedures under FAR Part 13 are being utilized for this procurement. This is an unrestricted competitive procurement for WebFOCUS software licenses maintenance renewal support services currently in use at the NIST campus in Gaithersburg, Maryland. However, NIST will only consider offers from companies that are currently authorized by Information Builders Inc. to sell their renewals of their and services. Period of performance for the services required Contract Line Item Numbers (CLINs) 0001 through 0025 in this RFQ is May 1, 2008 through April 30, 2009. Provisions and clauses that apply to this RFQ may be downloaded at http://acquisition.gov/comp/far/index.html. The following provisions apply to this acquisition: FAR 52.212-1; FAR 52.212-3; FAR 52.212-4; FAR 52.212-5 (including the following fill-ins: 52.219-28; 52.222-3; 52.222-19; 52.222-21; 52.222-26; 52.222-36; 52.222-50; 52.222-51; 52.225-13; 52.232-33). Quotation Submission Instructions: Offerors shall include the following in their quotation: (1) The solicitation number/reference number; (2) The name, address, and telephone number of the Offeror; (3) A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary; (4) FOB Destination-based firm-fixed-price for each CLIN (CLINs 0001 through 0025 above), including any reinstatement charges for the period April 1, 2008 through May 1, 2008 (if applicable) and any discount terms; (5) Proof that the Offeror currently has Information Builders authorized reseller status; (6) A completed copy of the representations and certifications at FAR 52.212-3 (see FAR 52.212-3(k) for those representations and certifications that the Offeror shall complete electronically); (7) Acknowledgment of Solicitation Amendments; and (8) If the quotation is not submitted on the SF 1449 form, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Quotations shall be submitted by email so that they are received by Barbara.Suhrie@nist.gov (with a courtesy copy to joseph.widdup@nist.gov) no later than April, 28 2008 at 3:00 p.m. The Offeror may fax any documents that cannot be emailed; they shall be faxed to Barbara Suhrie at fax (301) 975-8904 so that they are received by 3:00 p.m. April 28, 2008. Evaluation Factors for Award: Award will be made to the Information Builders authorized Offeror whose quotation is deemed to represent the lowest price, technically acceptable offer. Clauses that will be included in the resultant award include those included in this RFQ except for 52.212-1 and 52.212-3, which apply only to the solicitation. The Government anticipates the award of a firm-fixed-price purchase order no later than April 30, 2008 for support to start May 1, 2008.
