Description
The Centers for Disease Control and Prevention (CDC), contemplates awarding, on a sole source basis, a firm-fixed price contract in accordance with FAR Part 15 for the storage and rotation of pediatric vaccines to be used as a national stockpile. CDC has purchased vaccines under a separate supply contract or delivery order, and the Contractor shall provide storage of the same at Contractor furnished sites. Justification for other than full and open competition is considered to be in the Government's best interest due to the fact that Merck is the only company which has exclusive full capabilities to store and rotate the vaccines that they manufacture. Note 22 applies herein. The statutory authority permitting other-than-full-and-open competition is 41 U.S.C., 253(c)(1): FAR 6.302-1. Only one responsible qualified small business and no other sources will satisfy agency requirements. Interested persons may identify their interest and capability to respond to the requirement. This notice is not a request for competitive proposals. A determination by the Government not to compete this proposed contract will be based on responses to this notice and is solely within the discretion of the government. Information received will be considered solely for informational purposes. Additional quantities of vaccines acquired under preceding or succeeding separate supply contracts or delivery orders may be added to the stockpile by modification to this contract. Material will be held at the contractor furnished storage site for subsequent delivery as required by the contract. The storage site shall be located at one or more domestic facility (i.e.) that is/are controlled by the Contractor. The Contractor shall only store the product in filled, labeled, ready-to-use containers in the stockpile. CDC will consider all responsible sources responding to this Request for Proposals (RFP). All questions/concerns about the RFP shall be submitted via e-mail to Gary Morgan at gmorgan1@cdc.gov. The complete solicitation package will be available and posted at this site for downloading when issued, approximately within 15 days. No telephone requests of the solicitation will be accepted. No hard copy of the solicitation package will be mailed. It is your responsibility to keep up with additional postings regarding the RFP on the Fedbizopps Website.
