Description
NASA/JSC proposes to award a Sole Source Firm Fixed Price (FFP) contract to theInjury Biomechanics Research Laboratory (IRBL) at Ohio State University (OSU) to providecrewmember injury testing and evaluation associated with space suit hardware for theJohnson Space Center (JSC), Crew and Thermal System Division (CTSD) Space Suit and CrewSurvivability Systems Branch. Please see attached Draft Statement of Work at: http://procurement.jsc.nasa.gov/NNJ08245930R/SOW_4-11-08.doc.NASA/JSC intends to purchase the services/items from the IRBL at OSU. The IRBL at OSUwill supply an expert team of engineers, anatomists, physicians, computer modelers andtechnicians, who have a extensive background associated with mechanisms of injury andinjury thresholds of the human body. OSU is uniquely qualified with testing facilitiesand background expertise (physiologic and anatomical) to both test and evaluate theresults of the testing from beginning to end. In addition, OSU has unique facilities andtesting infrastructure including capabilities and facilities required to performcontrolled acceleration testing with both anthropomorphic test devices (crash testdummies) and Post-Mortem Subjects (PMHSs) required to accomplish necessary testing andsatisfy the agencys required deliverables that include comprehensive data deliverables,results reports, analysis, and conclusions.The Government does not intend to acquire a commercial item using FAR Part 12.Interested parties may submit their proposal to perform the effort in writing to theidentified point of contact no later then 3:30 p.m. local time on May 5, 2008. Suchproposals will be evaluated solely for the purpose of determining whether or not toconduct this procurement on a competitive basis. A determination by the Government not tocompete this proposed effort on a full and open competition basis, based upon responsesto this notice, is solely within the discretion of the government.
