Description
The U.S. Army Corps of Engineers, New York District intends to issue a Request for Proposal (RFP) to award a firm fixed price contract for the Addition/Alteration of Guthrie Medical Clinic. This procurement is being solicited as UNRESTRICTED, full and open competition to all business concerns and issued pursuant to the Small Business Competitiveness Demonstration Program with price evaluation preference for HUBZONE small business concerns in accordance with FAR Clause 52.219-4. The applicable NAICS CODE is 236220 with a Small Business size of $31,000,000.00. The SIC CODE is 1522. Types of construction will include reinforced concrete foundation, reinforced concrete/steel/masonry exterior. Functional services to be provided include troop and family primary and specialty care, information management, patient administration, pharmacy, physical therapy, radiology, lab and command services. Supporting facilities include utility connections, communications, parking, sidewalks, landscaping, erosion control, storm water management, site improvements and antiterrorism measures. This project will be designed in accordance with criteria prescribed in Unified Facilities Criteria (UFC) 4-510-01 (MIL-HDBK-1191), DoD Minimum Antiterrorism Standards for Buildings UFC 4-010-01 and Americans with Disabilities Act and Architectural Barriers Act Accessibility Guidelines (ADA/ABAAG). Building commissioning and operations and maintenance manuals will be provided. Work is to be performed at Fort Drum, New York. The contractor will have 730 calendar days from the Notice To Proceed (NTP) for the project to be 100 percent completed. The estimated price range for this project is $25,000,000.00 - $50,000,000.00 and a bid bond is required with submittal of the proposal. The submission requirement are significantly more extensive then previous Fort Drum solicitations and it is highly recommended that all offerors view the complete proposal submission and evaluation requirements (Section 00 22 11: PROPOSAL SUBMISSON REQUIREMENTS EVALUATION CRITERIA AND BASIS OF AWARD ONE STEP BEST VALUE on the following New York District website under http://www.nan.usace.army.mil/business/buslinks/contract/fy08/W912DS-08-R-0015/Section 00 22 11.pdf. The evaluation factors are as follows: Factor 1 Past Experience, Factor 2: Past Performance, Factor 3: Planning, Scheduling and Phasing, Factor 4: Qualifications of the Offerors Personnel and Factor 5: Small Business Utilization. All five factors are weighted equally. When combined all five (5) factors are significantly more important than price. The successful Offeror must have submitted a clear and concisely written proposal that gives the Government confidence in the Offerors ability to meet the Governments requirements. Offerors must demonstrate a thorough understanding of the project requirements and a commitment to performance in accordance with the Request for Proposal in all aspects of the project execution. Price will not be rated. One Step-Best Value shall be the basis for award. OFFERORS ARE TO BE ADVISED THAT AN AWARD MAY BE MADE WITHOUT DISCUSSION OR ANY CONTACT CONCERNING THE PROPOSAL RECEIVED. However, the Government reserves the right to enter into discussion if deemed necessary, and if discussions are conducted, the Offerors within the competitive range will be afforded the opportunity to revise their proposal. Large business concerns must submit as part of their proposal a subcontracting plan for this project in accordance to FAR Clause 52.219-8 and FAR Clause 52.219-9. Failure to submit an acceptable subcontracting plan may make the Offeror ineligible for award of the contract. The submission of the subcontracting plan is no way advantageous to large business over any small business in the evaluation process. The small business subcontracting goals for this procurement is 70.0% of the total subcontracting dollar value. Of that 70.0%, 6.2% should be placed with Small Disadvantaged Businesses, 7.0% with Women Owned Small Businesses, 9.8% wit HubZone Small Businesses, 3.0% with Veteran Owned Small Business and 0.9% with Service Disabled Veteran Owned Small Businesses. Plans and Specifications for Solicitation W912DS-08-R-0015 will be available on or about 8 May 2008. Proposals are due on or about 10 June 2008 at 2:00 P.M. local time. The media selected for issuance of Synopsis/Solicitation and amendments shall sole be at the discretion of the government; accordingly, the media utilized for this project shall be the Internet and CD-ROM.
