Description

SOLICITATION NOTICE: The USDA, Agriculture Research Service (ARS) intends to issue a Request for Proposals (RFP) for construction of the Sugarcane Research Laboratory Phase 1A in Schriever, Louisiana. This solicitation is a Service Disabled Veteran Owned Small Business (SDVOSB) set-aside. The major items of work include construction of the following: 1.Crossing Greenhouse- approx 5000 sf, 31 ft to inside of peak. 2.Photo period Building- approx 2500 sf, steel frame structure with metal siding 3.Concrete Isolation Pad- approx 7000 sf 4.Concrete Pad with rails and carts to move plants between crossing Greenhouse and Photoperiod Building The work will be performed at the ARS Sugarcane Research Unit, Ardoyne Research Farm on Bull Run Rd in Schriever, Louisiana. The project performance period completion date is 360 calendar days after notice to proceed. The estimated construction cost for this project, is between $ 1 million and $ 5 million. The NAICS code is 236220, with a size standard of $31 million. This procurement will be conducted as a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside using negotiated procedures. A bid bond will be required. Performance and Payment Bonds will be required by the successful offeror. Plans and Specifications will be available for purchase on or about April 7, 2008 for a NON-Refundable Fee of $100.00. The written request and the check or money order MUST BE SENT TO: USDA,ARS,FD, Facilities Contracts Branch, Attn: Procurement Technician, 5601 Sunnyside Avenue, Mail Stop 5124, Beltsville, Maryland 20705-5124. The checks or money orders are non-refundable and shall be made payable to: USDA, Agriculture Research Service. Cash, credit cards, and two party checks will not be accepted. TELEPHONE, ELECTRONIC, OR FACSIMILE REQUESTS FOR THE SOLICITATION PACKAGE WILL NOT BE ACCEPTED. A Pre-Proposal Conference and site visit will be conducted in Schriever, Louisiana on or about April 29, 2008, at 10:00am Central Time. Attendance at the site visit is not mandatory, but is strongly encouraged. Potential subcontractors are encouraged to attend the Pre-Proposal Conference and provide copies of their business resumes to potential prime contractors for possible subcontracting opportunities. The RFP will be available on April 15, 2008. The closing date for receipt of proposals will be on May 30, 2008, 3:00 pm (Eastern Daylight Savings Time) at the USDA/ARS/AFM/FD Facilities Contracts Branch, 5601 Sunnyside Avenue, Mail Stop 5124 Beltsville, Maryland 20705-5124, Attention: Desiree Harris. Due to heightened security at government buildings, offerors are encouraged to send their proposals via overnight mail. If proposals are sent via regular mail, please allow an additional five (5) days for mail scanning. See government-wide numbered notes 29.
