- Description
- The USPFO for Nevada intends to issue a Request for Proposal (RFP) for all plant, labor, equipment, materials and supervision to complete construction work on Project Washoe County Sewer Line and Septic Tank / Leach Field Abandonment at the Army Aviation Stead Facility in Reno, Nevada. This project involves, but is not limited to, the following: (a) clearing and grubbing where required; (b) Trench excavation and preparation for new sewer main and lateral installation meeting all safety regulations as required; (c) installation of gravity and forced sanitary sewer main piping with all specified accessories included to meet project plan and specification requirements (Note: Gravity mains will be laid to meet precise grade requirements as specified by plan); (d) construction of sanitary sewer manholes; (e) construction of sanitary sewer lift station site; (f) trench backfill and compaction; (g) installation of all electrical systems and related equipment as required; (h) construction of concrete pads as required; (i) construction of fencing as required; (j) abandonment of existing septic tanks and leach lines in accordance with project specifications and NDEP regulations; (k) abandonment of existing sewer mains in accordance with project specifications; (l) AC paving as required; (m) finish grading as required; and (n) testing and inspection as required. The North American Industry Classification System (NAICS) code for this work is 237110. The small business size standard is $31 million average annual revenue for the previous three years. The magnitude of construction is between $1,000,000 and $5,000,000. All responsible firms may submit an offer. A Small Business Subcontracting Plan will be required if the offeror is a large business and must be submitted with the offer. The period of performance is 120 calendar days. The selection process will be conducted in accordance with FAR Part 15.3 source selection procedures. Proposals will be evaluated on Past Performance, Technical, and Price Evaluation of similar projects. Prospective offerors must submit a written past performance and technical proposal and a price proposal for the project to be considered for award. It is anticipated that the solicitation will be available April 21, 2008. A Pre-proposal conference and site visit is scheduled for 2:00 pm, May 02, 2008 at 20000 Army Aviation Dr, Stead, NV 89506; we will meet in front of the Washoe County Armory at said address. Details for registering for the conference will be available in the solicitation Section 00100. Interested contractors are encouraged to attend and should register in accordance with the requirements to be provided in the solicitation, prior to attending for clearance to the facility. The solicitation closing date is scheduled for on-or-about May 23, 2008. Actual dates and times will be identified in the solicitation. All contractors and subcontractors interested in thisproject must register at this site. A link to this site can be found under Plans at the solicitation website. No telephone requests will be accepted. For security reasons all potential offerors, plan rooms and printing companies are required to register in the Central Contractor Registration (CCR) and the Federal Technical Data Solution (FedTeDS) in order to view or download the plans or drawings from the web site. This solicitation is not a competitive bid and there will not be a formal public bid opening. All inquiries must be in writing, preferable via email to the persons specified in the solicitation.
