Description
NOTICE OF INTENT TO ISSUE A PURCHASE ORDER. The National Institute for Occupational Safety and Health (NIOSH), Pittsburgh PA. hereby announces its intent to issue a purchase order to Chamber Corp.; Plank Overcast Roof System, 2 - Self Closing Airlock Mine Duty Doors and 2-Mine Duty Access Doors delivered to Lake Lynn Lab Experimental Mine Facility, Fairchance, PA. The CDC/NIOSH/MSHA specifications require equipment that must match/incorporate/retrofit into the existing system that is installed at the fire suppression facility. Based upon its market research, CDC/NIOSH/MSHA is unaware of any other compatible products that meet the technical requirements and specifications of this procurement: 1) The Roof System; must meet the following specifications: cover 145' of roof span, 2.5'x 6.5" corrugated 20' long planks (part of the roof length will go from 20' to 12' over a 35' span). ASTM A 446 grade C Zinc coating per ASTM 25, 50KSI max load, 40PSF snow load, predrilled for fasteners, cadmium fasteners, formed angles for T junction, performed end gage pressure at 18' span and mine duty. 2) Mine Duty Airlock Doors-2; self closing, fits 18' x 7' opening, removal center post, frame 8" C channel, 1/8" thick steel with 4" channel stiffeners, mine duty, 15" water gauge at 18", 8"x10" opening for sliding window, 8"x10"x1/8" sliding break air seal plate. 3) Mine Duty Access Doors-2; 42"x72" 8" C channel frame, 1/8" thick steel with 4" channel stiffeners, 15" water gauge. The roofing system and doors will be able to handle high temperature conveyor belt fires without losing any structural properties and posing harm to any researchers involved in the experiments. The system will also support the weight of snow which accumulates heavily in this area. This is a flat roof system that mimics underground mine roofs. The design of the roof will also support the weight of researchers who will be placing instrumentation on and through the roof. This configuration is necessary to accomplish the stated objectives on determining the effects of ventilation on fire suppression systems on a conveyor belt system. The existing system has successfully been in use for over 15 years at the Lake Lynn facility. This project is supported by justification for other than full and open competition to Chamber Corp, under authority of 41 U.S.C.253(c)(1). Responsible sources that believe they possess the expertise and capabilities identified above are encouraged to submit to the Contracting Officer within 15 days from the posting date of this notice, their written capabilities statement and pricing information in the format they choose, not to exceed 10 pages. Please forward the capability statement and pricing information to James Ambrozic, Purchasing Agent, Assistance Field Branch (Pittsburgh), PO Box 18070, Cochrans Mill Road, Pittsburgh, PA, 15236-0070; email eud7@cdc.gov. All vendors must be registered in the Central Contractor Registry (CCR) prior to an award of a federal contract. The website is: www.ccr.gov. The Government will review any/all capabilities statements and pricing information submitted and determine if other qualified sources do exist that could provide this requirement. Information received in response will be used solely for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 15 days, in accordance with FAR 13.106-1(b)(1), negotiations will be conducted with Chamber Corp, 2559 Brant School Road. Suite 200, Wexford, PA 15090, as the only source and a purchase order will be issued without any additional notices being posted.
