- Description
- The Forest Service, U.S. Department of Agriculture, is seeking sources to provide comment analysis services and products for a wide array of projects. These projects include all phases of National Environmental Policy Act (NEPA) analysis, policy making, rule making, and land management planning. Most projects have a high level of political or public interest, including those of national scope and those likely to be controversial, litigated, or appealed. The contractor(s) selected for this effort will be required to provide all professional services, nonprofessional services, management, supervision, a strong quality control program, infrastructure, facilities, equipment, tools, supplies, materials, transportation, incidental items, and services necessary to produce acceptable content analysis and results in accordance with the contract performance work statement. In performing content analysis, the contractor shall be able to directly receive public comments via a variety of delivery methods, systematically categorize, organize, analyze, and summarize public comments generated by land management proposals. The content analysis process includes the following steps: 1. Receiving and Processing Mail: Receiving, opening, date-stamping, copying, scanning, and logging all mail received in an accountable, timely manner. Information about the senders, such as the organization or entity sending the letter, their address, and name must be tracked to each letter. Multiple identical letters (forms) must be identified early in the process for efficiency. Must follow a real-time accountable system to identify and quickly find any given letter received on a project. 2. Identifying and Coding Responses: All letters must be read, identifying substantive stand-alone statements or complete thoughts (called comments) by subject matter experts. These comments shall be logically categorized (coded) with all other similar statements based on the action they request, resources effected, and rationale. 3. Data Entry: All coded comments will be entered into a database, along with the letter’s identifying information. Contractors may choose to use the government provided Oracle database, or create their own database for managing comment information. Data from the database must be easily transferable to the government’s data warehouse. 4. Writing Public Concerns and other Products: Each unique action requested in a comment or group of comments will require writing a Public Concern. A Public Concern summarizes a comment or group of comments to facilitate an interdisciplinary team’s response to the comments. Other products include writing executive summaries (a brief overview of the concerns), narrative summaries (a detailed narrative of all concerns), or other supplementary written products dependent upon specific task order requirements. 5. Reporting: Weekly reports that include the number of letters received requests for information, FOIA requests, threats of litigation, and other key information that will be provided to the client on a weekly basis. Access to electronic letters and the project database also must be provided. A final mailing list of all respondents and a report of all comments organized by categorization codes must be provided at the end of the project. 6. Project Record Production: Both an electronic project record and a physical record need to be created. The electronic record must contain all respondents, including names and mailing addresses connected to the letters, scanned copies of the letters, all reports and written products. All original and coded letters must be filed and preserved. Interested organizations may submit their interest, capabilities and qualifications to perform this effort in writing to Todd Mathie, Contracting Officer, by 15 May 2008.
