Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulations (FAR), Part 12, utilizing FAR 13, Simplified Acquisition Procedures. This announcement constitutes the formal Request for Quotation (RFQ) and a written solicitation WILL NOT be issued. This solicitation document incorporates provisions and clauses that are in effect in the March 2005 FAR Revision, including all FAR Circulars issued as of the date of this synopsis. This acquisition is 100% small business set-aside and the NAICS code is 541512 with a small business size standard of $21.0 million. This solicitation is being issued on a sole source basis under FAR Part 6.302 as sole source solicitation notification under NLM-08-114/RSH. The North American Industry Classification System (NAICS) code is 541512 – COMPUTER SYSTEM DESIGN SERVICES. It is the intent of the National Library of Medicine (NLM), to negotiate on a sole source basis with Ms. Kathy Chiacchierini, Gaithersburg, Maryland to provide expert services to the NIH Business System (NBS) Project for the functional administration and Management Center activities related to the newly deployed NBS Travel System. These services are related specifically to technical and related administration issues and activities on the NBS project for the National Institutes of Health (NIH). Title: HHS eTravel Solution Software Specific Tasks for Project Contract – 06/1/2008 – 05/31/2011 Independently and not as an agent of the Government, the Contractor shall provide expert technical consulting services to the NIH Business System (NBS) Project. All of the following activities will collaborate with the NBS Project Management Team (PMT), the system integrator, and the functional team members. 1.Developing and testing the travel system: •Development of process scripts and organizational models. •Provide NIH configuration decisions to Northrop Grumman GovTrip developers to satisfy NIH business requirements. •Incorporation of overall and specific organizational preferences into the selected package’s workflow. •Customization of the packaged software, but only as absolutely necessary and if approved by the NBS Steering Committee. •Unit and integrated test/adjustment of the NIH-tailored package to meet quality assurance requirements. •Identification of all NBS system interfaces between the web-based GovTrip application and the NBS financial system (Oracle). •Phased deployment of the GovTrip application. 2.Design and Configuration of the travel system: •Determine how (1) the NIH community will use the software for each function, (2) identify business rules to be applied, and (3) develop an overall functional design. •Identify the design changes that have policy implications for resolution by the eTravel Advisory Board and the NBS Steering Committee; with the PMO and the contractor, Northrop Grumman Mission Systems. •The contractor will identify those modifications that have change management implications and refer them to the PMO for action. •The contractor will meet with the eTravel Advisory Board to present the functional design and to assure that all business rules are being accommodated (an iterative process). •The contractor will meet with the PMO and the system integrator to finalize NBS design and review it with the appropriate NBS functional teams, the Steering Committee and other groups as appropriate, when all functional design is complete. •The contractor will provide to the NBS Project Officer information needed to give NGMS with NBS configurations for both the DocPrep and TA Maintenance modules to comply with the NIH business rules. 3.Design workflow: •Apply workflow requirements. •Determine that business rules and workflow operate as expected. •The contractor will report on the results of the application of workflow to the functional team. •Each functional team will identify its standard requirements for on-line and batch reporting. •Custom queries and reports will be defined and developed. Ad-hoc query requirements will be defined. •The contractor will assist in conducting integrated testing, i.e., the process of testing the marriage of the modules that comprise a particular function and the integration of those functions with other NBS functions. 4.Pre-Deployment Activity: •In collaboration with change management staff of the PMO, the contractor will assist in developing technical and user documentation for each function to be deployed. •In parallel with the training effort, the contractor will assist in developing acceptance test criteria. •Acceptance test criteria will be presented to the full functional team for review and comment. Criteria will be modified where appropriate. •The contractor and the eTravel team will translate the acceptance test criteria into test scripts for the function to be deployed. •The contractor and NGMS technical support staff will collaborate to establish the test environment. 5.Deployment Activities: •As part of the deployment team will assist in converting all relevant data to the NBS and validate that the new databases are properly constituted. •Assist in performing duties of the NIH Organizational Lead FATA GovTrip Travel System •Maintain and adjust workflow processes and IC Routing Lists. •Provide Level 3 support for NBS Management Center (Help Desk) to monitor the effectiveness of the deployment, and provide immediate response to problems and issues as they occur by appropriate interaction with the Northrop Grumman Help Desk. •Work with NBS Project integrator, DBAs and CIT technical support teams to track and resolve all NBS system break/fix issues and run all necessary test scenarios to validate NGMS developer break/fixes and system enhancements. •Update test scripts and create test scenarios corresponding to new system functionality. •Assist in running all tests/scripts to validate system functionality following system upgrades, software changes, server moves and clustering and new conversions. •Work with integrator, DBAs, CIT, nVision and NBS Functional teams in pre-deployment testing of Tracks 3 & 4 by performing all Track 2 test scenarios and recording results in all test environments. •Support the NBS Change Management Team activities by presenting at monthly community meetings as well as assisting with the preparation of community-wide travel announcements and travel guidance documents. •Perform travel consultant services for NIH on HHS-wide eTravel initiative task force including: 1)Updating NBS Project Management Office on progress of eTravel implementations in all agencies with GovTrip deployments. 2)Reporting all GovTrip system issues to HHS and GSA eTravel coordinators 3)Assessing impact of GovTrip enhancements and HHS mandates on the NIH travel user community. •Work with NBS Project Management Team to formulate an acceptable plan for deploying eTravel Phase I and II at the NIH. •Work to assist with the training needs of the NIH travel community prior to the deployment of HHS mandated travel system and on-line booking tool. •Provide travel support in all areas as outlined in pre-deployment activities above to maintain the eTravel system deployment schedule. Vendor shall comply with all applicable Federal, State and Local laws, executive orders, rules and regulations applicable to its performance under this order.
