- REQUEST FOR INFORMATION TO: All Prospective VendorsFROM: Acquisition Services Directorate, National Business Center, Department of the Interior SUBJECT: Request for Information (RFI) - 0408SS54610 NAICS CODE: 541360, "Geophysical Surveying Mapping Services"PRODUCT CODE: B518, "Study/Geophysical" The US Department of Interior, through its Franchise Fund activity, Acquisition Services Directorate, is issuing this announcement on behalf of US Department of Agriculture (USDA), Risk Management Agency (RMA) to SEEK INFORMATION from sources that have the capability of demonstrating the following: The vendor shall have the specialized knowledge and capability to identify and exclude pixels from a Normalized Difference Vegetation Index (NDVI) analysis which are not created from pasture, rangeland or forage. Ability to mask non-P/R/F pixels is required. The data will need to be provided in a variety of sizes, for example, based on administrative boundaries (i.e. township) or at various levels of aggregating pixels. The data will need to be captured for the historical period of 1989 to present for the purpose of comparing current results to the average results based on various time frames (2-month intervals, 3-month intervals, etc.). For this RFI, responders shall provide a mapped example which meets this objective (NDVI based on pixels comprised of pasture, rangeland, and forage) for every township in Allen County, Kansas. The vendor shall provide a brief description of the techniques utilized to arrive at these results. The map shall show the NDVI results (based on pixels comprised of pasture, rangeland, and forage) for the time period of June and July 2006 as a percent of the historical average.
