Description
The requirement is for services for waterborne transportation of Coast Guard Sector San Francisco Boarding Teams to and from waterfront locations within San Francisco Bay and its tributaries and locations up to 30 nautical miles offshore. As such, these will include transits back to the harbor from outbound ships; transits out to meet inbound ships; and also transits to and from ships making movements internally within the harbor, up to 30 nautical miles offshore, due west of the Golden Gate Bridge. Transfers to all cargo vessels will take place prior to the Contractor boarding on inbound transfers and after the Contractor disembarkation on outboard transfers. Transport services are required in order to safely embark and disembark Government personnel to and from large commercial merchant vessels, primarily ranging in size from 200 to 900 feet long. These vessels carry a wide variety of cargo including, but not limited to crude oil, automobiles, containerized cargo, dry cement, scrap steel, and hazardous liquids. The provided vessel shall also provide maneuvering close aboard, as required to move Sector Boarding Teams between the provided vessels and ship’s accommodation ladders. The actual area of coverage is the San Francisco Bay and it’s tributaries including waters extending up to 30 nautical miles offshore. Other transportation needs may include pick-up and drop-off to and from other vessels and/or waterfront facilities in the San Francisco Bay and tributaries. The most common areas/waterfront facilities visited currently include: various berths at the Port of Oakland, Equilon, Valero and Shell/Martinez refineries, Stockton Dry Bulk facilities, Pier 80 (San Francisco), various anchorages south of the Bay Bridge and various terminals at the Port of Richmond. The period of performance is October 1, 2008 through September 30, 2009 with four one-year option periods through September 30, 2013. The NAICS code is 483212 with a size standard of 500 employees.
