Description
DESIGN/BUILD BRAC FY08 KIRTLAND BATTLESPACE ENVIRONMENT LAB, KIRTLAND AFB, NEW MEXICO, BERNALILLO COUNTY. The proposed procurement is unrestricted, open to both large and small business concerns. NAICS is 236220/SIC 1542, with a size standard of $31,000,000.00. The target ceiling for contract award for design and construction is $38,000,000.00 based on the funds made available for this project. The Government cannot guarantee that additional funds can be made available for award. Offerors are underno obligation to approach this ceiling. Bonding will be required for this acquisition. The offerors attention is directed to Section 00100 in the Solicitation for information regarding the tour of the site. Plans will be issued on or about APRIL 17, 2008, with proposals due on or about MAY 22, 2008. Large Business firms are required to submit a subcontracting plan with the following minimum goals: 70.0% for small business; 6.2% for small disadvantaged business; 7.0% for women-owned small business; 9.8% for HubZone small business; Veteran-Owned Small Business 3.0%; and 0.9% for Service-Disabled Veteran owned Small Business. This solicitation will not be issued on paper. WORK CONSISTS of the design and construction of a modern, state-of-the-art, 145,000 square foot, multi-story Battlespace Environment Laboratory (BEL) facility, along with parking pavements, electrical substation and other supporting facilities, on an open building site adjacent to the Air Force Research Laboratories (AFRL) campus on KirtlandAir Force Base, NM. The facility includes light and medium laboratory, administrative and professional library spaces that support science and technology development for high vacuum environments, chemistry and spectrometry, computer modeling, space operations and data processing, remote sensing and other BEL missions. The facility needs to architecturally integrate with the AFRL Campus and meet Kirtland AFB Base Architectural Compatibility Standards and HQ AFMC Architecturally Significant Project (ASP) requirements. Adequate sources for electricity, gas, water and sanitary sewer are within 300 meters of the proposed building site. Project to comply with DoD Force Protections requirements for the building and the site. This project will be advertised as aRequest for Proposal. The RFP will use a best value process called the Performance Information Procurement System (PIPS) for contractor selection.
