- The Bureau of Reclamation, Yuma Area Office, Yuma Arizona, intends to negotiate on a sole source basis with OSISoft, Inc, 777 Davis St., Ste 250, San Leandro, CA 94577 for a service agreement and subscription to OSIsoft's Software Reliance Program for one Base Year with 2 Option Years. This procurement is being conducted under the Simplified Acquisition Procedures (SAP) FAR Subpart 13. The proposed action is for services for which the Government believes that there is only one responsible source and no other services will satisfy the agency's requirement. Competition is restricted due to OSIsoft having proprietary to their software. A Justification for Other than Full and Open Competition has been prepared in support of this acquisition. Firms that believe they can provide the required services described above are encouraged to identify themselves and give written notification to the Contracting Officer. Those firms believing they can provide the services must provide supporting evidence that they can furnish the services identified above in sufficient detail to demonstrate the respondent's ability to meet the stated requirements. This notice is not a request for competitive quotes. The anticipated award date is April 30, 2008. All responsible sources may submit a quote which shall be considered by the agency. Offers shall show contractor's capability to provide required items and be received by 4:00 p.m. MST, April 18, 2007. Responses should include the firm's Dun and Bradstreet number (DUNS). Firms should identify themselves as either small business, or other than small business, in accordance with the size standard for North America Industrial Classification System (NAICS) Code 541511 which is $21.0 Million.
