- Description
- Contractor to furnish all plant, labor, parts, materials, equipment, transportation and supervision required to complete delivery orders under the Simplified Acquisition of Base Engineering Requirements (SABER) Indefinite Delivery, Indefinite Quantity (IDIQ) contract. Work includes real property maintenance, repair, alteration, minor construction and new construction. The contractor shall provide sufficient technical support and project management to assure quality and completeness of design and drawings, accuracy of estimates, accommodate a number of concurrent "active" projects, perform according to schedules (including completion on time) and process submittals in a timely manner. Work to be performed at the 914 Airlift Wing, Niagara Falls ARS, Niagara County, NY. Proposals shall be evaluated on both past performance and price, with past performance being significantly higher than price. The successful contractor will be selected using Performance Price Tradeoff (PPT) procedures, resulting in the Best Value for the Government. Potential offerors should request RFP package FA6670-08-R-0002 in writing, by letter, email andrew.church@niagarafalls.af.mil or fax (716) 236-2357. Tentative issue date on or about 21 April 2008, with RFP closing date approximately 30 days thereafter. The NAICS code is 236220, the SIC code is 1542 and the Small Business Size Standard is $31 Million. A single Indefinite Delivery, Indefinite Quantity (IDIQ) SABER contract will be awarded for one (1) basic year with a Government option of four (4) additional years. The contract will have a not to exceed limit of $6,000,000 (life of contract). This maximum contract amount is not guaranteed. The guaranteed minimum for the life of the contract is $10,000.00. Each delivery order issued under this IDIQ contract will not exceed $750,000.00. Individual firm fixed-price delivery orders will be issued using the RS Means Costworks Construction Cost Database with a coefficient. The solicitation is being set aside 100% for HubZone Small Businesses. Bid, Payment & Performance Bonds will be required. All offerors must be registered in the Central Contractor Registration (CCR) database and also the Online Representations and Certifications Application (ORCA) prior to award of any contract resulting from this solicitation. The use of electronic payment requests through the Wide Area Work Flow - Receipt & Acceptance (WAWF-RA) electronic invoicing system is mandatory.
