- 1. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. 2. This solicitation, FA2517-08-T-6068, is being issued as a Request for Quotation (RFQ). 3. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-24. 4. This procurement is set aside for small businesses. The NAICS code is 532490 (size standard $6.5M). 5. The following commercial items/services are requested in this solicitation: Item #0001 - Provide, set-up, and operate staging equipment and hanging backdrops, audio equipment, and lighting equipment; provide support for a ceremony and corresponding dress rehearsal(s) in accordance with the Statement of Work. The services will be conducted at Peterson Air Force Base, Colorado, in aircraft hangar Bldg 140. The period of performance is from 5 May 2008 through 9 May 2008. 6. The following provisions and clauses apply to this acquisition: a. FAR 52.212-1, Instructions to Offerors-Commercial Items. All firms must be registered in Wide Area Workflow (WAWF) at https://wawf.eb.mil at time of quote submittal. DUNS, Cage Code, tax ID, terms and conditions shall be submitted with quote. All firms must be registered in the Central Contractor Registration (CCR) database at www.ccr.gov in order to be considered for award. b. FAR 52.212-2, Evaluation - Commercial Items. Quotes will be evaluated and awarded on a best value determination based on past performance, scheduling availability, and price. c. The offeror must be registered with the Online Representations and Certifications (ORCA) at orca.bpn.gov at the time of quote submittal. d. All firms must be registered in the Central Contractor Registration database at www.ccr.gov, the Online Representations and Certifications (ORCA) at orca.bpn.gov, and Wide Area Work Flow at www.wawf.eb.mil to be considered for award. 8. A mandatory site visit will be held for all interested parties on Friday, 11 April 2008 at 1:00 PM MST. Attendance of this site visit is mandatory to be considered for contract award. Interested parties are required to RSVP to A1C Olivia Gorman (olivia.gorman@peterson.af.mil) and Jeri Ebbink (jeri.ebbink@peterson.af.mil) no later than 2:00 PM MST on Thursday, 10 April 2008 with the names and contact information of personnel attending, as well as the name and CAGE Code of the business they will represent. Upon notification of intent to attend the site visit, a copy of the Statement of Work and directions will be sent to the responding parties. You will need a current picture ID, driver's license, proof of vehicle registration, and proof of vehicle insurance. 9. Quotes submitted should include price information and past performance. Offerors may submit a short past performance resume listing experience with similar events and a list of references. An explanation detailing ability to provide the necessary personnel and equipment during the anticipated event should be submitted as well as proof of insurance. 10. All quotes must be sent to Jeri Ebbink at jeri.ebbink@peterson.af.mil. Quotes are required to be received no later than 2 PM MST on Wednesday, 16 April 2008.
