- PUBLIC ANNOUNCEMENT OF PUBLIC-PRIVATE COMPETITION IN FEDBIZOPPS Office of Management and Budget Circular A-76: Department of Defense Public-Private Competition of Schriever Air Force Base Civil Engineering Services performed by the Department of the Air Force located at Schriever Air Force Base, Colorado. Document Type: Special Notice Point of Contact: Michael Wittkopf Procurement Classification Code: North American Industry Classification System Code: 561210, Facilities Support Services Procurement Classification Code: R (561300, Employment Services will be used to determine the appropriate tax rate for the actual cost comparison) Description: THIS IS NOT A SOLICITATION NOTICE. In accordance with Office of Management and Budget Circular A-76 (Revised), Performance of Commercial Activities, May 29, 2003, this notice represents the formal public announcement and official start date of a public-private competition of Schriever Air Force Base Civil Engineering Services performed at Schriever Air Force Base, Colorado. The incumbent service providers affected by this public-private competition are approximately 99 of Department of Defense government personnel positions 51 of Department of Defense civilians and 48 of military, and 9 contracts to include Waste Management, Honeywell International, Automatic Entrances of Colorado, CGRS Inc., W.P. Hickman Systems Inc., The Trane Company, Electric Power Inc., HSQ Technology, and Seimens Technology. A standard competition will be conducted in accordance with the revised circular. The solicitation will be issued at a later date. Prospective private sector and public reimbursable service providers are encouraged to respond to the solicitation. The Department of Defense Competitive Sourcing Official is Mr. Wayne Arny, Deputy Under Secretary of Defense (Installations and Environment). The Department of Defense Component Competitive Sourcing Official for Air Force is Lieutenant General Richard Y. Newton III, Deputy Chief of Staff, Manpower and Personnel. The date of this public announcement is the official start date for this public-private competition and the projected end date of the competition is 2 October 2009. The contracting officer is Michael Wittkopf and the agency tender official is Mr. Alan Blumhagen.
