- This Expression of Interest (EOI) is seeking subcontractors to produce detailed design, procurement and installation of the Argus security computer system hardware and software components for the MFFF physical security systems. Argus is a DOE proprietary security computer system developed and maintained by Lawrence Livermore National Laboratory. Proposals will be solicited for a single subcontractor to supply this scope of work to MOX Services as described in conceptual drawings, descriptions and specifications provided by MOX Services Security Engineering. Additional EOI’s CP-30 (provide detailed design, procurement and installation of the exterior), and CP-32 (produce detailed design, procurement and installation of the interior components), for the MFFF physical security systems have also been written. Potential suppliers interested in this design, procurement, and installation scope of work should provide the following information to the listed point of contact: 1. Company information including company name and address and point of contact with phone number and e-mail address, 2. A brief description of experience and capabilities with regard to design and installation of Argus security computer systems for the DOE, including applicable years of experience in providing this or like services. 3 Any additional information, facts, data relevant to the stated scope of work, or NQA exposure. Statement of Work (SOW): This statement of work is for all design, labor, equipment, and materials, required to install the following exterior security systems: •Detailed security design drawings •Schematic diagrams •Wiring (connection) diagrams •Logic diagrams (or equivalent) •Cable and conduit schedules •Instrument/equipment lists •Location and installation drawings •Installation details and drawings •Fiber optic networks for Argus and CCTV •Input documents for programming Argus •Detailed procurement documents •Calculations •Factory and Site Functional acceptance and test procedures •Operation and maintenance manuals •Detailed procurement documents The components of the MOX Argus security computer system are designated as Quality Level 4 which is comparable to commercially available products. The Argus security computer system does not have to maintain its function during or after a seismic event. As a Quality-Level 4 procurement, an ASME NQA-1 QA program is not required. Potential subcontractor employees will be required to obtain and maintain a DOE security clearance no greater than “L” level. DOE compliance for handling and storing classified documents up to and including “Confidential National Security Information (CNSI)” is also a requirement. Potential subcontractors will utilize MOX Services engineering standards for creating all deliverables (e.g. document and equipment numbers, Microstation, etc). The RFP is scheduled to be sent out in the first quarter of fiscal year 2010, with proposals due sixty (60) days after issuance. The initial subcontractor delivery of a 30% design would be in September 2010.
