TYPE OF ANNOUNCEMENT: This is not a notice of a request for quote, request for proposal, or invitation for bid issuance. This is not a solicitation for any type of offer at all. This inquiry neither states nor implies that future contracts will be awarded to persons, firms, or other entities responding to this inquiry. The Government is in no way obligated to do business with or to enter into any form of contract with any person, firm or other entity that receives or responds to this inquiry. This is a sources sought notice and request for industry comments regarding the contemplated award of a logistics support services contract at Wright-Patterson Air Force Base (WPAFB), Ohio. The 88th Contracting Squadron anticipates issuing an RFP for logistics support services to be performed at WPAFB and at geographically separated locations supported by WPAFB. Please review this notice and its attachments in their entirety. If your firm is capable of providing the services described herein, please complete and return the Vendor Profile at Attachment 1 to this notice. Send vendor profiles and other information pertaining to your firm, its products, services and capabilities to 88 CONS/PKBB, ATTN: Mr. Rabbanai T. Morgan, 1940 Allbrook Drive, Room 109, Wright-Patterson AFB OH 45433-5309. Please include in all correspondence a reference to "FA8601-SS-LOGSUPPORT, WPAFB." All correspondence sent via e-mail must contain a subject line that reads "FA8601-SS-LOGSUPPORT, WPAFB." E-mail filters at WPAFB are designed to filter e-mails without subject lines or with suspicious subject lines or contents (i.e.,.exe or.zip files). Therefore, if the prescribed subject line is not included, the e-mail may not get through the e-mail filters. Also.zip or.exe files are prohibited attachments and may be deleted by the WPAFB e-mail filters. Ensure only.pdf,.doc, or.xls documents are sent as attachments to e-mail. The e-mail filters may delete any other form of attachments. SITE VISIT: A Site Visit will be conducted on Tuesday, 7 May 2008. The purpose of the site visit is to provide interested firms with a sense of the variety of functions, facilities, vehicles and equipment involved in logistic support services and their distribution throughout WPAFB. Due to time constraints, it will not be possible to physically tour every facility involved in logistics support. A tour of the interior select facilities will be provided and a driving tour past a sampling of other facilities will be provided. (1) All participants must assemble at 9:00 A.M. local time on 7 May 2008 in the Hope Hotel Conference Center parking lot, next to Packy's Sports Bar & Grill, just outside of WPAFB Gate12A on State Route 444 in Fairborn, OH. The Hope Hotel is Bldg. 823 on the WPAFB Areas A and C Map, which is Attachment 2 to this notice. (2) Submit the names of all attendees (not to exceed two per firm) to Rabbanai T. Morgan, via e-mail at rabbanai.morgan@wpafb.af.mil not later than 1 May 2008. In addition, submit the full name and address of the company represented. This information must be provided in order to ensure access to the base. Information provided by the Government during the site visit shall not qualify the terms and conditions of a solicitation that may be issued for logistics support services in the future. DESCRIPTION OF REQUIRMENT: Logistics support will include vehicle management and operations, supply, transportation, precision measure equipment laboratory (PMEL), and transient aircraft and Aerospace Ground Equipment (AGE) maintenance services. Currently, all of these services, excluding Vehicle Management and Operations, are combined and performed under a single logistics support contract while Vehicle Management and Operations is performed under its own separate contract. The SIC and NAICS codes for the logistics support contract are 8744 and 561210, respectively. The SIC and NAICS codes for the Vehicle Management and Operations contract are 7600 and 561210, respectively. The current estimated value of the logistics support contract (including its base period and 6 option periods) is $77,150,495. The current estimated value of the Vehicle Management and Operations contract (including its base period, 3 option periods and 3 award terms) is $29, 325,974. The projected start date of the contemplated contract combining all of these services is October 1, 2009. The contractor shall furnish all labor, supervision, equipment, tools, materials, supplies and services except those specified in the Performance Work Statement (PWS) as Government furnished. A summary of the services in each functional area is provided below. More detailed information will be provided in the solicitation and the PWS. Vehicle Operations and Management: Provide vehicle operations support to include operator licensing, contractor provided motor pool vehicles, and vehicle dispatch services (base taxi, U-Drive-It, cargo, protocol, and bus service). Manage a vehicle fleet of approximately 775 vehicles (480 Air Force owned general and special purpose vehicles and approximately 295 General Services Administration (GSA)/commercially leased vehicles). Perform scheduled and unscheduled maintenance on approximately 480 Air Force owned general and special purpose vehicles. Ensure provided support meets all WPAFB mission requirements to include day-to-day operations, distinguished visitor (DV) support, exercises, deployments, and special events. Vehicles Operations support shall be in accordance with (IAW) Air Force Instruction (AFI) 24-301, Vehicle Operations, http://www.e-publishing.af.mil/shared/media/epubs/AFI24-301.pdf. Vehicle Management support shall be IAW AFI 23-302, Vehicle Management, http://www.e-publishing.af.mil/shared/media/epubs/AFI23-302.pdf. TRANSIENT AIRCRAFT AND AEROSPACE GROUND EQUIPMENT (AGE) MAINTENANCE: Provide transient services to all aircraft transiting WPAFB or deployed for the purpose of project testing, modification, special events, flying mission sorties, conducting temporary duty training, static display or weather evacuations IAW AFI21-101, Aircraft and Equipment Maintenance Management, http://www.e-publishing.af.mil/shared/media/epubs/AFI21-101.pdf, AFI 11-218, Aircraft Operations and Movement on the Ground, http://www.e-publishing.af.mil/shared/media/epubs/AFI11-218.pdf, and other directives. Manage the WPAFB powered and non-powered AGE fleet. Manage the Transient Maintenance/AGE organization's HAZMAT program. Manage the 88 ABW Crash Recovery Program IAW AFI21-101, and other applicable publications and supplements. Maintain a Spectrometric Oil Analysis laboratory and provide Joint Oil Analysis IAW Technical Order (TO) 33-1-37-1. Maintain library of TOs, regulations, manuals, and other directives. PMEL: Provide calibration and repair services of a wide variety of Test Measurement and Diagnostic Equipment (TMDE) in the WPAFB PMEL inventory. Provide calibration and minor repair services on site for TMDE using the Transportable Field Calibration Unit (TFCU), and Jet Engine Test Stand (JETS) at customer sites located in Ohio's geographical area which includes five other states. Provide services to WPAFB to include tenants and other off-base activities through support agreements where level IIC Precision Measurement Equipment Laboratory (PMEL) maintenance support is required. Maintain required PMEL certification from Air Force Metrological and Calibration (AFMETCAL) Detachment 1 six months after start of contract, and every two years thereafter. TRANSPORTATION: Provide transportation services IAW the Defense Transportation Regulation (DTR). Major tasks include: 1. Traffic Management: Provide guidance, traffic management advice and assistance for the worldwide movement of authorized personnel, cargo, and personal property. 2. Combat Readiness: Perform all Combat Readiness functions IAW AFI 24-235, Combat Readiness Flight, http://www.e-publishing.af.mil/shared/media/epubs/AFI24-235.pdf. 3. Military Air Passenger Terminal (MAPT): Operate the MAPT to support movement of DoD military and civilian personnel by military airlift. 4. Freight Traffic Services: Manage freight traffic to receive in-bound cargo and ensure all authorized DoD cargo is prepared for shipment and reaches destination. 5. Air Freight Terminal: Operate an Air Freight Terminal IAW Air Force Joint Instruction (AFJI) 24-114, http://www.e-publishing.af.mil/shared/media/epubs/AFJI24-114.pdf, AFI 24-203, http://www.e-publishing.af.mil/shared/media/epubs/AFI24-203.pdf and other applicable USAF and DoD guidance. 6. Packaging and Preservation: Perform all packing, crating, blocking and bracing of DoD owned cargo. 7. Commercial Passenger Movements: Arrange overseas travel of DoD military and civilian personnel, dependents and others IAW Joint Federal Travel Regulation (JFTR) and Joint Travel Regulation (JTR). 8. Personal Property: Provide counseling, advice training and assistance to military and civilian personnel on movement of personal property. 9. Material Handling: Move office furniture and equipment, including, but not limited to, desks, tables, cabinets, safes, chairs and miscellaneous boxes on and within 20 miles of WPAFB. 8. Contingency Support: Provide transportation services specified in the PWS as required to support exercises, real world deployments, natural disasters and other emergencies. SUPPLY: Perform specified base supply functions using the Standard Base Supply System (SBSS) IAW AFMAN 23-110, Basic USAF Supply Manual http://www.e-publishing.af.mil/shared/media/epubs/afman23-110.pdf, inclusive of all volumes, parts, chapters, paragraphs, sub-paragraphs, attachments, all supplemental requirements and any other regulations that falls within the Base Supply arena. Major tasks include: 1. Document Control: Maintain all accountable documents. NOTE: WPAFB does not use the Standard Assets Tracking System (SATS). (REF: AFM 23-110, Volume 2, Part 2, Chapters 10 & 18) 2. Pick up and Delivery: Pick up and delivery of supplies and equipment that are processed through the SBSS IAW AFM 23-110, Volume 2, Part 2, Chapter 10. 3. Stock Control, including requirements and requisitioning (REF: AFM 23-110, Volume 2, Part 2, Chapter 2 paragraph 2.34, chapter 9 and 19). 4. Customer Service: Manage the single point for customers to address questions and register complaints (REF: AFM 23-110, Volume 2, Part 2, Chapter 2 paragraph 2.32). 5. Records Maintenance (REF: AFM 23-110, Volume 2, Part 2, Chapter 2, paragraph 2.38 and Chapter 27, Volume 1, Part 4, Chapter 1, Volume 1, Part 1, Chapter 7). 6. Equipment Management: Manage assets, excluding vehicles, defined as "Equipment" in AFMAN 23-110, Volume 2, Part 2, Chapter 22 (REF: Chapter 2, paragraph 2.40 and Chapter 22). 7. Mission Capability (MICAP): Provide 24 hours per day, 7 days per week management of requirements ordered against MICAP reportable assets. (REF: AFM 23-110, Volume 2, Part 2, Chapter 2, paragraph 2.43). 8. Demand Processing: Process requests for supplies and non-accountable equipment items (REF: AFM 23-110, Volume 2, Part 2, Chapter 2, paragraph 2.43). 9. Bench Stock Support (REF: AFM 23-110, Volume 2, Part 2, Chapter 2, paragraph 2.44). NOTE: Customers will perform inventory and bin their own parts. 10. Receiving: Process receipt for all items ordered through the SBSS (REF: AFM 23-110, Volume 2, Part 2, Chapter 2, paragraph 2.44 and Chapter 10, 19, and 22). 11. Storage and Issue: Store and issue items ordered through the SBSS (REF: AFM 23-110, Volume 2, Part 2, Chapter 2, paragraph 2.50). 12. Inspections: Inspect items received and stored (REF: AFM 23-110, Volume 2, Part 2, Chapter 2 paragraph 2.55). 13. Inventory: Inventory items stored within the supply warehouses (REF: AFM 23-110, Volume 2, Part 2, Chapter 2, paragraph 2.56). 14. Mobility Assets Management: Manage all A, B and C bags on WPAFB, excluding bags owned by the WPAFB Medical Center and the Security Forces Squadron. Manage the 88th Air Base Wing (ABW), Mission Support Group (MSG) armory. (REF: IAW AFM 23-110, Vol. 2, Pt. 2, Ch. 22, Ch 10 and Ch 26). 15.
