- Description
- The U.S. Army Research, Development and Engineering Command Acquisition Center intends to negotiate solely with Oakland University, 411 Hall Avenue, 500 ODowd Hall, Rochester, MI 48309 for residual stress testing on ceramic armor material. A professor at Oakland University has developed a method of using Interferometric Strain/Slope Rosette (ISSR) to measure residual stress in ceramic materials. Testing and submission of a final report shall be done with 12 months of contract award. The Government intends to negotiate solely with only one source under the authority of FAR 6.302-1. This notice is not a request for competitive proposals. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered bythe Government. The government intends on solicitating Oakland University on approximately 21 April 2008. The anticipated proposal submission deadline is 30 April 2008. The anticipated award date of this requirement is 7 May 2008. A fixed price contract is anticipated.
