Description
The US Army Corps of Engineers Northwestern Divisions Districts (Kansas City District, Seattle District, Portland District, Walla Walla District and Omaha District), hereafter referred to as Northwestern Regional Business Center (NWD RBC) are seeking information about potential sources interested and capable of providing Military and Civil Construction and Professional Services for aforementioned Districts. This is not a solicitation; there is no Request for Proposal (RFP) or Solicitation to download or request. The purpose of this synopsis is to identify Service Providers and Construction Firms with the requisite qualifications to apply physical laws and principles of engineering; design and construct various facilities and structures. [It is important to note that in accordance with Federal Acquisition Regulation 52.219-14. Limitations on Subcontracting; the prime contractor is required to perform at least 15% for general construction, 25% for special trade construction and 50% for services of the labor with their own employees. Based on qualification, capability and capacity statement received in response to this Sources Sought Announcement, the resultant acquisition strategies will contemplate a suite of acquisition tools made upof members of the Small Business Community and Other than Small Service Providers. All Small Business Community members (Small Business (SB) Small Disadvantaged Business (SDB) to include Section 8(a) Participants, Woman Owned Small Business (WOSB), Historically Utilized Business Zone (Hubzone), and Service Disabled Veteran Owned Small Business (SDVOSM) and Veteran Owned Small Business (VOSB) are encouraged to respond to this notice. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. No reimbursement will be made for any costs associated with providing information in response to this Announcement or any follow-up information requests. The purpose of this announcement is to gain knowledge of interest, capabilities, and qualifications of interested service providers and construction firms. Responders must be able to pass security checks, have insurance, and meet other regulations requiring access to military installations requirements. Contractors mustbe established and registered in Central Contract Registration. The Government is seeking qualified, experienced sources capable of performing the requirements stated herein. The project includes the design/evaluation of military and civil works at locations throughout CONUS (Continental United States including Alaska & Hawaii) and OCONUS (Outside CONUS). Interested parties will be required to demonstrate recent, specialized experience and technical competence. Service Disabled Veterans Owned Small Business (SDVOSB) Outreach, Training and Industries Exchange Forums The NWD RBC will host and facilitate two Industry Exchange Forums in furtherance of the market research of its Construction, Civil, Professional, Scientific and Technical Services requirements as well as all other commodities and services it procures. The aforementioned requirements may consist of Multiple Facilities for military installations and civil requirements within the RBC areas of responsibility (AOR) (i.e., barracks, operations buildings (company, battalion and brigade level) tactical equipment shops, general Instruction buildings, and dining facilities) as well as heavy and civil engineering construction) to support the NWD RBC Military and Civic Construction Missions. The overall program will involve numerous installations throughout the U.S., and Alaska and Hawaii over the next few years. Objectives 1. Encourage and facilitate participation of SDVOSB incompeting for NWD, USACE, and Army contract awards. 2. Educate SDVOSB on how to obtain the necessary registrations and certifications to compete for NWD contract awards 3. Encourage stakeholders (customers, consumer and constituents) and partners to subcontract with SDVOSB and Veterans 4. Educate SDVOSB, stakeholders, partners, societies, associations and agency personnel on applicable laws and policies relating to contracting with SDVOSB. 5. Disseminate information to SDOSB that will assist them in successfully competing for NWD, USACE and Army contract awards. 6. To provide an overview of Northwestern Division (NWD) Regional Business Center current and future requirements. 7. Share information on the solicitation, criteria, evaluation and award process. 8. Encourage the Small Business Led Team (SBLT) concept as a strategy to increase competition and expand opportunities for members of the Small Business Community. 9.
