Description
The United States Government has a requirement to provide and install live fire (LF), realistic, vehicle target overlays to support military ranges worldwide. Vehicle Combat Identification (VCID) overlays will be attached to range-provided plywood vehicle silhouettes to create VCID targets. VCID targets shall convey realistic 3-D images of enemy and allied/coalition vehicular entities when viewed with the naked eye. VCID targets shall also convey accurate signatures in the image intensification (I2) and thermal spectrums. Targets are intended to replicate vehicle entities in the field, eliciting proper engage/dont engage decision by soldiers in various training scenarios. The current Basis of Issue Plan (BOIP) calls for fielding these targets to select Tier 1 and Tier 2 Sustainable Range Program (SRP) installations. The U.S. Army Tank-Automotive Command (TACOM) intends to award a Firm Fixed-Price 5 year Indefinite Delivery Indefinite Quantity (IDIQ) contract for the procurement of VCID targets. A solicitation is forthcoming and all specifications and requirements shall be listed therein. The guaranteed minimum order quantity resulting from this solicitation will be one VCID production LOT with a dollar value of $125,000.00. The Government is in no way obligated to place any additional orders beyond this guaranteed minimum. There will be no set-aside restrictions associated with this solicitation and full and open competition procedures will be utilized. FOB shall be Destination. Inspection and Acceptance shall be Destination. Approximate solicitation date is 28 April, 2008. This solicitation will be issued electronically in accordance with FAR 4.502 and 5.102, and therefore, hardcopies will not be provided. Vendors wishing an electronic copy may downloadit on or after the issue date by accessing the following address via the internet: https://aais.ria.army.mil/aais/SOLINFO/index.htm. CAUTION: This solicitation will be issued electronically as will any amendments thereto. Because of this, the Government is under no obligation and is in fact unable to maintain a bidders mailing list. Interested parties must periodically access the above internet address in order to obtain the solicitation and any amendments thereto. Failure to obtain amendments and respondto them prior to the date and time set for receipt of offers may render offers non-responsible and result in rejection of same. Numbered Notes 1 and Note 12 apply.
