Description
The Government intends to negotiate a Firm Fixed Price (FFP) IDIQ type contract. The resulting contract will be for a base period with (2) one-year options periods. This requirement will be issued as an 8(a) set aside in accordance with FAR Part 19.8, with options to extend services in accordance with FAR Clause 52.217-8. The Contractor shall provide technical, analytical and training program management effort supporting the Maritime Civil Affairs Group (MCAG), a component command of the Navy Expeditionary Combat Command (NECC). This effort will include mission analysis for future missions when identified and developing a corresponding concept of operations; Naval Mission Essential Task List (NMETL) and training and assessment program development, monitoring, and management; Naval Warfare Publication (NWP) and Navy Technical and Training Publication (NTTP) development and maintenance; and Doctrine Organization Training Material Leadership Personnel and Facilities (DO! TMLPF) analysis with recommended solutions during the transition to the future MCAG and NECC organizations. These efforts will be enabled through project management, analysis/assessment support, mission requirement identification, acquisition management, training requirements management/support, operational mission needs identification for NECC and subordinate commands, including integration of NECC and subordinate commands missions into the Maritime DOMAIN focused on Expeditionary Warfare. A complete RFP package will available on or about 017 April 2008 by downloading the documents at the NECO Website as follows: http://www.neco.navy.mil or at http://www.fedbizopps.gov. Except for the travel listed below, the work will be performed at either the MCAG site or the Contractors facilities. Trips are contemplated as follows: Training Team: Four (4) trips of average of three (3) days duration outside of the local area. Support Team: Five Security Cooperation Conference! s per year - 3-5 day duration, locations: Miami, Tampa, Hawaii, Germany, Norfolk. One policy conference per quarter - 2-3 day duration, location: usually in D.C. Two technology demonstrations - 2-3 day duration, locations: TBD Four mission planning/exercise planning events - locations: Mayport, San Diego, Norfolk, Ft Bragg. The size standard is $6.5M and the applicable NAICS Code is 541990. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above sites; this office will no longer issue hard copy solicitations. By submitting an offer, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred or otherwise ineligible to receive contracts from any Federal Agency. NO SOLICITATION EXISTS AT THIS TIME. The Contracting Officer reserves the right to conduct verbal or written discussions with respect to other than price with the offerors at anytime prior to award. ! The prospective awardees must be registered in the CCR database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the CCR database will make a contractor ineligible for award. Contractors may obtain information on registration and annual confirmation requirements by calling-1-888-227-2423 or via the Internet at http://www.ccr.gov/ the offerors at anytime prior to award.
