Description
Notice of Intent: The Bureau of Reclamation (Reclamation) intends to award to Advanced Geosciences, Inc. a purchase requirement for an Electrode Automatic Earth Resistivity and IP Imaging System. This purchase includes Electrical resistivity transmitter/receiver, ancillary cables, electrodes, and data acquisition control software, manufactured by Advanced GeoSciences, Inc. (AGI). Reclamation has identified AGI as the only US manufacturer of complete, large-scale resistivity systems including cables, electrodes, and resistivity data processing software economically and technically capable of satisfying Reclamation requirement. Other manufacturers, US or foreign, do not offer systems capable of addressing large arrays, including several critical technical features and with 24/7 support staff, full spare parts availability, and full service repair facilities in the United States. This procurement is being conducted under the Simplified Acquisition Procedure (SAP). Since the Government believes that only one responsible source can provide the services that will satisfy the agency's requirements, a Justification for Other than Full and Open Competition has been prepared in support of this acquisition. Any firm believing it can provide an equal or superior system must provide supporting evidence to that effect in sufficient detail to demonstrate the respondent's ability to meet the stated requirements. This notice is not a request for competitive quotes. All responses received within 5 calendar days of the date of publication of this notice will be considered by the Government. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Inquiries will only be accepted by FAX at (303) 445-6345, Attention: John Collins or e-mail at jcollins@do.usbr.gov. Responses should include the Dun and Bradstreet number (DUNS) and Tax Identification Number (TIN). Firms should identify themselves as either a small business, or other than small business, in accordance with the size standard for NAICS Code 334519 which is 500 employees.
