Description
The National Cancer Institute (NCI) plans to procure on a sole source basis with Cancure Consulting, LLC; 11516 Darnestown Road; Gaithersburg, Maryland 20878; to assist with developing the program to support clinical translation of cancer nanotechnology-based therapeutics. The North American Industry Classification System Code is 541990 and the business size standard in $6.5M. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1 (b)(1). For several years, the National Cancer Institute (NCI) has supported exploratory work integrating nanotechnology into cancer research. The NCI is moving the science of nanotechnology into the clinic to change the way we diagnose, treat and prevent cancer. The nanotechnology is capable of contributing to solutions of mission critical problems in cancer research. The NCI's ultimate goal is to enable the transition of these technologies from the laboratory to the private sector for commercial development. Contractor Requirements: Contractor shall provide recommendations and guidance relating to the network of nanotechnology companies. These include: a) assessment of the companies' capabilities, b) assessment of the companies' competitive position, c) preparation of status report and; d) development of effective communications among the investigator community and government program officers. In addition, the contractor shall provide comprehensive reports with specific recommendations for activities and include interfaces with related cancer research and technology development programs that represent useful components for research such as bioinformatics, mouse models of human cancer, clinical trials and preclinical development programs for high throughput genomic sequencing, and proteomics. Cancure Consulting, LLC is the only source known to the NCI that is a recognized professional with experience in providing recommendations and guidance services to technology translation of high technologies. Cancure Consulting, LLC has experience with developing dialogs on contract research with a unique knowledge to support the work directed towards the evaluation of early stage companies focused on developing nanotechnology based therapies. Cancure Consulting, LLC has been instrumental in developing dialogs on contract research and collaborations with major US, UK and other global Pharma and Biotech companies like Amgen, Astra Zeneca, HGS and key US academic, medical and research institutions. In addition, they were an adviser to a start up company to bring to marker, a non invasive cardiovascular disease detection and screening device, developed and in use in the UK and Europe, FDA approved for research purposes in the US. Cancure Consulting LLC understands the engineered nanotechnologies as targeted cancer therapeutics and imaging agents and the role of the products in contributing to finding solutions of mission critical problems in cancer research. Period of Performance shall be six (6) months from date of award. This is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the researcher to determine if the party can perform this requirement. An original and one copy of the capability statement must be received in the contracting office by 11:00 am ET on April 21, 2008 to Malinda Holdcraft, Contract Specialist. All questions must be in writing and can be faxed to 301-402-4513 or sent via email to holdcram@exchange.nih.gov. It is the vendor's responsibility to insure questions have been received. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered in and have valid certifications in the Central Contractor Registration (CCR), www.ccr.gov and the Online Representations and Certifications Application (ORCA) www.orca.bpn.gov.
