The Government intent to Sole Source to: American Association for Laboratory Accreditation (A2LA) 5301 Buckeystown Pike, Suite 350 Frederick MD, 21704-8307 A sole source to A2LA is intended for this order, based on the fact that they are the original accrediting body. No other known source has the capabilities of providing the surveillance assessments and renewal audits needed to maintain the existing accreditation. Request for Information : Subject to final approval, The Department of the Treasury's Bureau of the Public Debt (BPD), on behalf of the Alcohol and Tobacco Tax and Trade Bureau (TTB), intends to negotiate a sole-source procurement with American Association for Lab Accreditation (A2LA) for continuing audit assessments, accreditation renewals and annual fees for the TTB labs in Beltsville, MD and Walnut Creek, CA. (Beverage Alcohol Lab and Compliance Monitoring Lab). These labs currently hold A2LA Accreditation certificates. The Government intends to award a contract for a base period and two option years, to include travel and expenses. Mission: TTB's mission is to collect alcohol and tobacco excise taxes; to ensure that these products are labeled, advertised, and marketed in accordance with the law; to administer the laws and regulations in a manner that protects the consumer and revenue, and promotes voluntary compliance. Nature and Description of Action : The Alcohol and Tobacco Tax and Trade Bureau's Labs have previously obtained A2LA accreditation and intend to maintain their status by obtaining the required surveillance audits and assessments, performed by the same accrediting body. This service is critical to the mission, as there is a need for maintaining these certificates of accreditation. No solicitation document is available. The Bureau of the Public Debt will consider all affirmative responses received no later than four days after publication of this notice. Affirmative responses shall be accompanied by sufficient documentation to clearly show the ability to provide the requirement, at terms more advantageous to the Government. A request for more information will not be considered an affirmative response. If no affirmative written response is received that clearly demonstrates the ability to meet all the requirements and that is more advantageous to the Government, we intend to negotiate a sole-source award to American Association for Laboratory Accreditation. Dependent upon the results of this market survey, TTB may subsequently issue a Request for Quote (RFQ) to acquire the support services.
