Description
The USDA Natural Resources Conservation Service (NRCS) is seeking interested small businesses to provide work opportunities for experienced older workers. The workers will assist NRCS employees in carrying out technical assistance, planning, and implementing conservation programs. These part-time opportunities will benefit the agency in accomplishing Farm Bill work goals and the participants by keeping them professionally active doing worthwhile activities in the natural resource arena. The selected contractor will have the responsibility for recruiting, screening, and paying participants based on approved work descriptions and cost amounts. Shall furnish all necessary qualified participants, accomplish payrool, ensure detailed time and record keeping and carryout administrative support to the participants in accordance with the statement of work and specific task orders. Qualified participants must be at least 40 years of age or older and meet selected skill levels and be able to carry out duties as described in a task order. There are 4 different position levels identified. Data entry and administrative levels may be hired to support the agency missions. The technical level will of soil conservation technicians, engineering technicians or other positions that directly assist field, state, center and national headquarters office staff. The professional level will include engineers, soil scientists, geologists and related technical disciplines that provide technical assistance to agency employees and others and have significant educational accomplishments. The contractor must have an acceptable procedure in place, for recruiting, screening and recommending qualified participants to NRCS. Specific examples of work assignments include but are not limited to: Assisting field office staff with general tasks related to farm bill implementation; assisting field office staffs in inputing data to generate reports utilizing NRCS computer software; supporting state offices staff in administrative leasing, agreements and records management; supporting District Conservationist with data entry and document preparation of conservation plans; assisting national staffs with agricultural energy conservation, air quality and farm renewable energy issues; assist with coordination and conduct training on various natural resource topicsassist in the revision of agency manuals, hand books and other documents; assist in the monitoring federal construction projects; assist staffs with identifying and analyzing resource concerns; assist in providing technical assistance to landowners; assist staffs with national agency and interagency meeting coordination; assist RC&D councils develop resource conservation activities and other related duties. Because of the potential access to customer data and agency data base systems, participants will be subject to background investigation prior to assignment to any project. The contract shall carryout all administrative duties associated with placing experienced senior workers in positions identified by NRCS. The contract will recruit and pay participants based on a prescribed wage rate previously used in the NRCS ACES demonstration project.
