Description
The Naval Research Laboratory (NRL) has a requirement for engineering and technical support for the development, testing, and fleet implementation of General Purpose Electronic Test Equipment. (GPETE) to meet current and future equipment performance monitoring requirements tor Shipboard Prime Electronic Systems. An additional component of the tasking is to repair, maintain, and calibrate select equipment, including such items as microwave synthesized signal generators, oscilloscopes, spectrum analyzers, local area network testers, fiber optic cable testers, power meters, metallic and optical time domain reflectometers, radio test sets and sophisticated electronic support measure systems. Major task areas include: 1) analysis of salient characteristics of GPETE 2) performing bid sample and production lot testing, 3) providing facilities for and performing electromagnetic interference testing 4) developing software for test systems 5) providing a calibration and repair laboratory to service a wide range of test equipment 6) maintaining a database for the procurement of GPETE 7) design, fabrication, testing and installation of new prototype equipment 8) support for research and development projects in communication and information security, including assembly, fabrication, and design of components. 9) support network security initiatives and computer security assessments 10) coordination and maintenance of network security documentation 11) maintaining databases of computer use and expenses, including software modification, verification, and validation 12) develop solutions for a computer emergency response team 13) design, implement and operate information security technology and systems 14) providing program management and logistics support such as preparing papers and document support packages 15) performing site surveys 16) performing quality assurance testing and 17) developing or modifying documentation for prototype hardware units. A Cost Plus Fixed Fee level of effort type of contract is anticipated. The period of performance for this effort will be a base year plus four one year option periods. The anticipated level of effort is 6,400 hours yearly, or 32,000 total hours if all options are exercised, but is subject to revision at the time of solicitation issuance. It is anticipated that 40% of the labor hours will be performed on site at the Naval Research Laboratory, Washington, D.C. and that the remaining 60% will be performed at the contractor facility, which must be located within 50 miles of NRL. The statement of work, labor categories, and personnel qualifications will be included in the solicitation package when issued. It is anticipated that only one award will result from this procurement. The incumbent contractor is Windermere Information Technology Systems, LLC, 2000 Windermere Court, Annapolis, Md. 21401 The actual closing date for the receipt of proposals will be stated in the solicitation when issued. This procurement is a 100% small business setaside. The NAICS code is 541712 and the size standard is 500 employees. NRL uses Electronic Commerce (EC) to issue RFPs and amendments to RFPs.
