- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a brand name request in accordance with FAR 6.302-1(c) and 41 U.S.C. 253(c)(5) for brandname Brookhaven. The combined synopsis/solicitation number is F4AB008071A001-Savitski and is being issued as a request for quote. This solicitation document and incorporated provisions and clauses are those in effect through the latest Federal Acquisition Circular. This requirement is open to full and open competition. The associated NAICS code is 334516 and the small business size standard is 500 employees. The government has a requirement for the purchase of a Brookhaven ZetaPlus Zeta Potential Analyzer. Specifications on deliverables are as follows: The contractor shall provide all personnel, tools, materials, and other items necessary to provide (Item 0001) 1 each Brookhaven ZetaPlus Zeta Potential Analyzer, (Item 0002) 1 each BI-PALS PALS option for organic solvents, (Item 0003) oils, high salts,or near IEP, (Item 0004) 1 each BI-MAS Hardware and software for particle size analysis by dynamic light scattering, (Item 0005) 1 each BI-ZR3 Zeta potential reference material, (Item 0006) 1 each BI-ZEL Electrode assembly for water and plastic cells, (Item 0007) 1 each BI-ELECCK Electrode cleaning kit with wand and polishing strips, (Item 0008) 3 each BI-SCP Box of 100 square square polystyrene cells with polyethylene caps, (Item 0009) 1 each BI-LTX92 Reference colloid for particle sizing Nominal 92 nm latex, (Item 0010) 1 each BI-OSIT On-site installation and training. Factory personnel will travel to your facility, set up and teach instrument operation, (Item 0011) 1 each BI-APD High efficiency detector for ultra small or ultra dilute particles, (Item 0012) BI-ZTU Autotitration unit for zeta potential and/or sizing. Includes: autotitration unit with 4 dosing pumps, pH probe, sample cups, and BI-ZELF zeta flow cell. Customer must provide reagent-grade 0.1 N strong acid and base and Dr water, (Item 0013) 1 each Solvent resistant electrodes, 1 each BI-SCGO Square glass cells for BI-SREL electrodes(package of 10), and (Item 0014) the shipping necessary for delivery. Delivery shall be no later than 60 days from date of award. The provision at FAR 52.212-1, Instructions to Offerors--Commercial, applies to this acquisition. The provision at FAR 52.212-2, Evaluation--Commercial Items As prescribed in 12.301(c),: Evaluation -- Commercial Items (Jan 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) technical capability of the item offered to meet the Government requirement and (ii) price where technical capability of the item is slightly more important than price.
