Description
The Naval Air Systems Command (NAVAIR) is the ultimate provider of Advanced Warfare Technologies, i.e., technologies in aircraft, weapons, sensors, training, launch and recovery, and communications. NAVAIR Logistics Competency (AIR 6.0)'s Training/Training Support Division (AIR 6.7.5/NAWCAD 6.7.5.3), and Aviation and Maintenance Readiness Analysis Division (Manpower Requirements) (AIR 6.8.2/NAWCAD 6.8.2) are the responsible agents for multiple elements within the Product Support process essential to technology delivery, integration, and support to the Warfighter. NAVAIR plans, develops, and integrates fleet manpower, personnel, and training systems requirements during systems acquisition, and provides on-going manpower, personnel, and training systems support during the sustainment (in-service) phase. During acquisitions, AIR/NAWCAD 6.7.5 and AIR/NAWCAD 6.8.2 processes and products are significant elements in the Systems Engineering and Technical Review process, specifically for the development of Human Performance/Human Systems Integration (HSI) requirements. It is the specific goal of AIR 6.0 to improve the influence of Human Performance/HSI in the design and development process, with a particular emphasis on manpower, personnel, and training. CNO requires that Human Performance/HSI be considered early in the acquisition process, and continually applied throughout program development. Human Performance/HSI process documentation is required as entrance criteria for each Defense Acquisition System milestone. The Naval Air Warfare Center Training Systems Division (NAWCTSD) anticipates awarding a single award Indefinite Quantity Contract (IQC) with provisions for firm fixed price, and cost plus fixed fee delivery orders Potential offerors are advised that the Government anticipates a 100% small business set aside with an emphasis on service disabled veteran owned small businesses and 8a participation, should a reasonable number of qualified small businesses respond to this synopsis. Small businesses are highly encouraged to submit a capability statement for this effort. The capability statement should include the following information: (1) Name and address of the firm; (2) Size of business; (3) Ownership; (4) Names of two principals to contact, including title and telephone number; (5) Demonstrate the ability to perform the requirements listed in the draft Statement of Work, (6) Any ground rules and assumptions the offeror recommends for the procurement; and (7) Statement of intent to propose. The capability statement shall be limited to 5 pages using 10 point font size. Respondents will not be notified of the results of the Government's review of the capability statement. Respondents deemed fully qualified will be considered in any resulting solicitation for the requirement. Failure to respond to this sources sought synopsis shall not limit a potential offeror's ability to respond to a solicitation at a later date. This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government. This is not a solicitation announcement for proposals. No reimbursement will be made for any costs associated with providing the information in response to this announcement and any follow-up information requests. Responses must be submitted electronically to the Contract Specialist in Microsoft Word format or Portable Document Format (PDF) at the following address: metrissianne.rivera@navy.mil not later than 1700 EST on 25 April 2008. Responding firms are requested to type "MPT Sources Sought Synopsis Response" as the subject of the electronic mail message. No other attachments will be reviewed.
