Description
This procurement is for a Multiple Award Task Order Contract (MATOC) in Support of the BRAC Program, and other projects within the jurisdiction of the Norfolk District and the North Atlantic Division, Corps of Engineers. This contract is intended to provide for cost effective responses to BRAC Projects (Including, but not limited to, existing facility repairs, renovations, incidental demolition and new construction situations relating to, but not limited to, site work, geotechnical, landscaping, surveying, mapping, architectural, finishes, food service, structural, mechanical, electrical, communications, instrumentation, security and safety) and facilities located at Ft Lee, Ft Eustis, Ft Monroe, Ft Story, Langley Air Force Base, and Defense Supply Center Richmond, Virginia. The work may involve replacement in kind, renovation, repairs and modification work and/or new construction. It also may include incidental design services and testing, and survey and abatement for lead based paint (LBP) and asbestos containing materials (ACM) and mold containing materials (MCM). Facility repairs, renovations and construction shall conform to the requirements of the technical criteria listed in the task order. This objective shall be achieved through the implementation of task orders issued under the terms of this contract for all of the herein described tasks or additional tasks described in specific task orders. The total contract for base period plus option periods shall not exceed $50,000,000.00. The evaluation factors for this action will be as follows (listed in descending order of importance (1) Building Functional and Aesthetics; (2) Quality of Building Systems and Materials; (3) Site Design; (4) Sustainability Requirements; (5) Specialized Experience; (6) Past Performance; (7) Summary Schedule; (8) Key Personnel Capabilities and Experience; (9) Organization/Technical Approach; and (10) price (will not be rated). Offerors will be evaluated on both technical quality and conformance to the solicitation and price. The Government reserves the right to reject any or all proposal prior to award; to negotiate with any or all proposers; to award the contract to other than the lowest total price and to award to the proposer submitting the proposal determined by the Government to be the most advantageous to the Government. PROPOSERS ARE ADVISED ANY AWARD MAY BE MADE WITHOUT DISCUSSION OR ANY CONTACT CONCERNING THE PROPOSAL RECEIVED. The receipt date for proposals for is 23 May 2008. The contract will be for a base period plus four one-year option periods. THIS IS SERVICE DISABLED VETERAN (SDV) SET-ASIDE PROCUREMENT. NAICS CODE 237990 applies to this procurement. Prospective contractors must be registered in the DOD Central Contractor Registration (CCR) database prior to award of a contract.
