Description
See New FEDBIZOPPS Posting under RFP Number N61339-08-R-0038: Naval Air Warfare Center Training Systems Division (NAWCTSD) Orlando plans to procure, as a Total HUBZone procurement, training products that will included the tools to standardize, monitor, and manage the operation and administrative procedures of the Marine Corps Training and Education Command - Aviation Training Branch (TECOM-ATB) in accordance with requirements established in Marine Corps Order (MCO) 3710.6. This requirement falls under North American Industry Classification System (NAICS) code 541611, Administrative Management, and General Management Consulting Services and the small business size standard for this NAICS is $6.5 million. The estimated value of this procurement is $600,000. The contractor shall perform all activities necessary to produce and deliver the TECOM-ATB Quality Management Systems Library (QMSL), which is made up of various training products that include tool(s) to standardize, monitor and manage the operational and administrative procedures of the TECOM-ATB. Additionally, the contractor shall perform all activities necessary to assess requirements and produce and deliver the Aviation Training System Mobilization Training Team (ATS MTT) QMSL. The requirements of the ATS MTT QMSL include the following: a standardized set of activation templates/forms, Plan of Action and Milestones and checklist for use in MTT pre-activation site visits; ATS and MATSS stand-up establishment procedures training package delivered to the Marine Air Wing (MAW) ATS and each Marine ATS Squadron site; and direct training on use of all products to the Government ATS MTT members. The contractor shall perform all activities necessary to complete program requirements at the contractor's facilities and the following Government installations: Marine Corps Air Station (MCAS) New River NC, MCAS Cherry Point NC, TECOM-ATB at MCB Quantico. The estimated period of performance is 12 months. NAWCTSD anticipates that the release date for the Request for Proposal will be on or after 23 April 2008 with an anticipated award date of 10 June 2008. Offerors shall prepare their proposals in accordance with mandatory, explicit and detailed instructions contained in the RFP. Proposals will be evaluated and an award will be made in accordance with the evaluation criteria stated in the RFP. The RFP will be posted to the Federal Business Opportunities webpage (http://www.fbo.gov/) and the local NAWCTSD website (http://nawctsd.navair.navy.mil/). NO HARD COPIES WILL BE PROVIDED. Numbered note 27 applies.
