- The Air Armament Center, 808th Armament Systems Group, 685th Armament Systems Squadron is contemplating a sole source award to CSC, 780 S.W. Long Lake Ct, Palm City, FL, 34990. It is intended that the award be made to support on-going Network Enabled Weapons (NEW) program in Combat Net Radio (CNR) and is anticipated to be awarded in April 2008. The contractor will review Modeling and Simulations provided by the Government from a separate ongoing Combat Net Radio contract. The offeror must provide the following: expertise in Combat Net Radio (CNR) and CNR standards (e.g. MIL-STD-188-220 and MIL-STD-2045-47001), message standards, CNR Modeling and Simulation, CNR Timing Parameters, Network Planning, etc. NEW is breaking new ground in the need for near real time networking using MIL-STD-188-220D and the personnel assigned to support this effort must possess detailed technical knowledge of MIL-STD-188-220, automation within the 188-220 network, and application in near real time operations. This requirement can only be met by CSC because they have the expertise required for this program and is the only company with the necessary technical and operational experience with the CNR standards, automation of the network, near real time operations and the CNR Timing Parameters. CSC personnel have also been heavily involved in the preparation of the Interface Control Documentation (ICDs) that define actual implementations that follow the CNR standards. They have also been involved in producing the variations (options) within the standards that are specifically needed for the NEW networks. The offeror must be currently qualified to provide all capabilities cited. A firm fixed price type purchase order is contemplated. It is estimated that the purchase order will have a period of performance of 3 months. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. The clause at 5352.201-9101, Ombudsman, is applicable to this procurement. An Ombudsman has been appointed to address concerns of offerors or potential offerors. The Ombudsman does not diminish the authority of the program manager or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
