Description
COMBINED SYNOPSIS/SOLICITATION It is the purpose of this contract to secure services for planting governmentfurnished tree seedlings and release by grubbing on 612 acres on the Kern River Ranger District, Sequoia National Forest. Estimated start date for work is April 23, 2008. This is a combined synopsis/solicitation for a commercial item, prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. The solicitation is issued as Request for Quotation RFQ-S-05-SS-13-08-297 and offers are to be received not later than 4:30 p.m. local time on 04/18/2008. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-24. Following is description of the services required: General Specifications: It is the purpose of this contract to secure services for planting government-furnished tree seedlings and release by grubbing. The contractor shall furnish all labor, equipment, supervision, transportation, supplies (except those designated as Government-furnished), and incidentals. Delivery of trees will be made by Forest Service personnel to as near to planting sites as permitted by access roads. TECHNICAL FOR PLANTING: The Contractor shall provide all necessary planting tools. The Contractor shall have augers capable of drilling a four-inch diameter hole to a depth of 2 inches deeper than the actual root length. Flighting and cutting bit on the auger shaft shall both have a diameter of four inches. Where specified planting may be accomplished using hand tools. Planting bags shall be light color, shall not retain heat, shall have a minimum depth of 15 inches (38.15cm), and shall be free of defects. Planting bags shall retain water. Tree seedlings shall be protected at all times from drying, heating, smothering, freezing, crushing, drowning, abrasion, rapid temperature fluctuations or contact with injurious substances. Tree seedlings shall be planted without further root or top pruning or culling. Seedlings that are frozen shall not be handled until completely thawed in full shade. Seedlings removed from cold storage facilities shall not be allowed to stand or lay in water or snow, or be covered with snow. Trees furnished shall be planted within 24 hours unless precluded by weather or other unsuitable planting condition. Prior to placing bare-root trees in planting bag, the Contractor shall carefully dip the roots in a root wetting solution. Containerized seedlings shall be kept in their protection bags until ready to be planted. Average spacing for trees shall be 10 ft x 10 ft. and may be varied as much as 25 percent in any direction to find a suitable planting spot. Where a 25 percent variance still does not encounter a plantable spot, the planter shall disregard spacing limits and plant in the closest suitable spot, however, average spacing shall be maintained for the unit and number of trees per acre shall not be materially increased or decreased by the method of selecting planting spots. Wherever possible planting spots shall be where stumps, logs, dead brush, and terrain features provide partial protection from sun, wind, animals, loose debris, and other agents detrimental to tree survival and growth. As a minimum, the planting spot shall be scalped to a size of 12 inches by 12 inches (30.48cm by 30.48cm) for each tree in the planting spot prior to planting. Moist mineral soil shall be filled in and firmed around tree roots or plugs. Dry soil, ash, organic matter, rock, and other foreign material shall be kept out of holes. Any waterbars, roads, trails, fences, and other improvements, which are damaged by the Contractor's operations, shall be restored by the Contractor at Contractor's expense within the established time frame of the contract. TECHNICAL FOR RELEASE: The Contractor shall locate planted and naturally occurring conifer trees within each plantation and remove the competing vegetation. All conifer trees smaller than 36 inches in height within the plantation are designated for release. All live vegetation originating in or overhanging within a five (5) foot slope distance radius of each conifer tree shall be cut off at least one (1) inch below the mineral soil surface. Vegetation may be uprooted and broken off, rather than cut if the roots are severed at least (1) inch below the mineral soil surface. Overhanging vegetation shall be cut off at least 5 feet slope distance from the conifer tree being released. Loose surface debris and soil shall not be scraped off the treated area. Camping is not permitted in any U.S. Forest Service public campgrounds. Camping is authorized only by specific permit. The following provisions as applicable are incorporated by reference with the same effect as if they were in full text: (1) FAR 52.212-1 Instructions to Offerors – Commercial Items. (2) FAR 52.212-2 Evaluation – Commercial Items. The following factors shall be used to evaluate offers: technical capability to perform work required, past performance; and price. Evaluation will be based on acceptable/unacceptable technical proposals and price. Award will be made to that offeror whose proposal meets the technical requirements of the solicitation and has the lowest evaluated price. (3) FAR 52.212-3 Offeror Representations and Certifications – Commercial Items. (4) FAR 52.212-4 Contract Terms and Conditions – Commercial Items. (5) FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes of Executive Orders – Commercial Items, which includes 52.219-6, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-3, and 52.232-33. (6) Offerors shall provide completed copies of FAR 52.212-3 (Offeror Representations and Certifications – Commercial Items) with their quote. Wage Determination #1977-0727, Rev. 34 is incorporated (Wage rates for tree planter is $12.30 per hour plus $3.16 per hour fringe). The Offeror is required to provide their DUN’s Number, TIN Number, and are required to be registered in the Central Contractor Registration database (CCR).
